Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The existing site is undeveloped and partially farmland and partially wooded/wetlands. The properties around the site include the waste water treatment are for the town of Aurora to the south, residential developments to the west, farmland and the Aurora Fire Department to the north and South Creek to the east. 4b. Explain the purpose of the proposed project: * This project is the development of an Industrial Park for the Town of Aurora. This industrial park would provide an opportunity to business working on the local phosphate mine site to have a local presence no on the mine property. This park would also stimulate the economy of Aurora which has seen negative growth and development for the past several years. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The proposed project will develop a public roadway and utilities to serve the development of the park so that individual lots can be sold for development. Utilities will include water main, sanitary sewer collection system and sanitary sewer pump station. The roadways and utilities will be installed using excavators and motor graders. In addition all stormwater runoff from the development will be collected and sent to the proposed stormwater wet detention pond for treatment. A small portion of the wooded area outside of the wetlands will be cleared for development and a portion of the wetlands areas is being proposed to be cleared for installation of the stomwater outlet piping discharging to the wet detention pond. This area will be cleared and the storm pipe installed with an excavator and then the area will be allowed to reestablish itself with natural vegetation Access to the stormwater pond will be from the Town of Aurora property to the south so the wetland impact will be temporary and contained to only the area needed during construction. This discharge pipe will also need to cross the canal listed as waters of the US with an aerial crossing. 5. Jurisdictional Determinations 5a. The ACOE and NCDEQ were on site in October of 2020 and confirmed the delineation. Mapping of the wetlands were completed and forwarded to the ACOE for approval in March of 2021. 6. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The drainage outlet is being constructed at the area for smallest impact to wetlands to be able to reach the uplands area. By piping the outfall we can minimize the impact to just during construction and let the area return to its natural state. Construction will be limited to an area just wide enough to install the stormwater piping. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Excavated materials will be stockpiled on upland areas only. Trench widths will be minimized to decrease the footprint of the impact area. Excavation and backfill immediately as the pipe is installed and access to the area will be either from the uplands on the east or west end of the site. 2.
