Inspection Summary:
The majority of the required documents for the permit where no available. The sample data, employee training and outfall
inspections were from 2019.The most resent sample data I found in laserfiche is from February 2021 with samples taken on
the 15th and the 25th, both of which had exceedances of Nitrate/Nitrite and Phosphorus. From the information we do have
the facility is probably in Tier III
They had a spill from one of their aboveground storage tanks that was not documented in their spill response plan. It was
captured in the secondary concrete dike and pumped out according to Hoyt Self the Plant Manager, but there is no
documentation to backup what happened, how much was spilled, what was spilled, who cleaned up the spill and how it
disposed/dealt with.
The fertilizer house located on the facility yard has nitrate, phophorus and pot ash stored in it that is being tracked out one
end of the building on the equipement tires and out the other end of the building around the silo and conveyor system used
to load trucks. Those chemicals are spread around on the ground from the loading process and are a major contamination
factor. There is a dumpster for miscellaneous trash with a missing lid and numerous buckets, barrels and misc. containers
around the facility yard that should be inside and covered. Located beside the fertilizer shed is a container full of water with
containers of Liquid Tank Cleaner stored in the water outside on the ground that should be removed and stored correctly.
The facility has an double walled diesel tank of approximately 500 gallon capacity with a despenser for fueling equipment
that has no covering or containment for spills when fueling and the despenser and tank are located approximately 20 feet
from a stormwater drop inlet.
I would suggest a review of the stormwater permit so that all required documentation is available on site and that the site is
cleaned up and a system established that will prevent any and all chemicals to be stored loaded and despensed in a
manner in accordance with the individual stormwater permit held
