Hello Jackson,
I have reviewed the modification request and conducted a site visit to the area this week. With regards to the
modifications made to the alignment along NC62 as shown on Sheet 03X-08 I have a few questions. I will consider the
application on hold until receipt of a response to all items listed below.
1. Based on my field inspection this week, what is labeled as Pond P-A-181-3 has significant herbaceous vegetation
within it, especially within the area adjacent to the roadway and proposed for work. I've attached a photo taken
of the alignment looking from East to West across the feature. I need confirmation from the USACE that they
consider this area to be open water and not wetland.
2. Plan Sheet 03X-08 lists PS8.5 in the impact table but the impact drawing indicates impacts for WS8.5. Please
clarify if these are the same impacts with different labels.
3. Regardless of the delineation of the area, the proposed corridor is significantly saturated. Please provide
detailed construction drawings that include a construction sequence and which includes how the area will be
adequately isolated, dewatered, and all actions and/or measures proposed to ensure water quality standards
will be met within the remainder of the feature and adjacent surface waters. Please include any temporary
impacts for equipment access and/or erosion control measures or soils removal/stockpile. Please note that you
should ensure that your response is consistent with the approved erosion control permit drawings or contact
DEMLR regarding any proposed changes to those plans. The Division is particularly concerned with equipment
access through this area given that during the site visit I observed that unauthorized impacts have recently
occurred within a stream near Davis Mill Rd which are a result of equipment utilizing the corridor as access and
driving through streams without utilizing bridges, mats, or other adequately designed temporary crossing
methodology and these impacts were a source of turbidity downstream of the area.
I am copying Ms. Jean Gibby at the USACE based on a recent conversation that this application modification is under her
review.

Please find attached the permit modification request for the City of Greensboro Proposed Southeast Feeder Main and
Liberty Road Sewer Force Main. The modification is a response to Notice of Violation (NOV-2022-PC-0142) received on
April 26, 2022. Corrections for these issues resulted in the additional impacts discussed in the mod letter. Some areas
noted in the NOV are not discussed in the mod letter due to no increase in impacts. They are discussed below.
W-B-181-2: Rip rap installed for blow off was determined to be outside of wetland boundary. Confirmed by GPS. A
picture of this wetland has been attached.
S-A-181-3: The portion of stream impacted was incorrectly left on the jurisdictional map. The channel on the west side
of Liberty Rd is a grass swale/ditch. Pictures have been attached to illustrate this.
S-A-181-4: Corrections were made with no additional impacts.
S-B-181-1: Sediment in the stream is due to a leaking water pipe joint. The contractor will return to this area to correct
the problem.
S-A-180-2: Corrections were made with no additional impacts.
Also covered in this mod are changes requested in the design along NC 62. These changes are a result of having to avoid
a newly installed utility line and other obstacles.
