The Site shall be planned and designed encompassing land along the Neuse River, Caraway Creek, and its tributaries in Wayne County, INC. The purpose of the Bank is to create nutrient and riparian buffer mitigation credits to compensate for development requiring nutrient offset and riparian buffer payments within the established service area. The proposed Site, located in central Wayne County (Figure 1), consists primarily of open agricultural fields currently in row crop production that encroach upon the streams leaving little to no riparian buffers. The Site is in a rural watershed within the Neuse River Basin (HUC 03020201) and within sub - basin 03- 04 -12. Tributaries on Site flow into Caraway Creek, which connects to the Neuse River within the project area. Both Caraway Creek and the Neuse River are classified as Class C, Nutrient Sensitive Waters. Proposed mitigation activities on Site include buffer preservation and restoration, including that use for nutrient offsets, to be completed in two phases as illustrated in Figure 3. Phase 1 includes 4.82 acres of preservation, 3.88 acres of buffer restoration and 27.34 acres of nutrient offsets. Phase 2 includes 7.42 acres of buffer preservation, 10.96 acres of buffer restoration, and 8.25 acres of nutrient offset. Per mitigation guidelines, restoration activities within the first 100ft of buffer are proposed for riparian buffer credits and any additional width is proposed for nutrient offset credits. No credits will be requested for the buffer preservation areas. The Bank Sponsor has procured an option to purchase conservation easements on all parcels where riparian buffer mitigation activities are being proposed. Upon completion of the review process of the site prospectus, the Bank Sponsor will submit a detailed Bank Parcel Development Package (BPDP). Once the final BPDP is approved the Bank Sponsor will record a conservation easement on the bank site. The use of credits from the Bank to offset development requiring nutrient offset and riparian buffer payments will be consistent with the rules adopted by the Environmental Management Commission and all other applicable authorities. Prior to the release of credits, the following requirements will be met: NCDENR approval of the BPDP, recordation of the conservation easement, and establishment of the appropriate financial assurances. Bank Sponsor Information The Bank Sponsor, Wildlands Engineering, is a multidisciplinary group of professionals that bring together the expertise necessary to create outstanding ecological restoration projects in a timely and cost effective manner. To execute riparian buffer mitigation projects, Wildlands assembles a team of project- specific subcontractors to perform surveying, construction services, and planting. Each of these subcontractors has substantial experience in stream and buffer restoration in North Carolina and a substantial full time professional staff presence in North Carolina.
