Since the entire 20' utility easement will be mowed /maintained in perpetuity, the crossing is classified as "Allowable" in the Jordan Lake Buffer Rules Table of Uses and therefore requires written authorization from NCDWR. Please note that the project qualifies for a non - notifying NWP 12, and written notification to the Corps of Engineers is not required. However, a courtesy copy of this application is being provided to the Corps of Engineers for their records. The proposed sewer line is located southeast of the intersection of Russett Run Road and Suttles Road, and will begin east of Suttles Road at Lat: 35•7528290 °N; Long: - 79.1662658 °W, and run north east where it ties into an existing sewer line (Manhole 16) at Lat: 35•7546975°N; -79.1643922 °W (Manhole 16). The project area is located within the Cape Fear River basin (HUC 03030002) and waters within the project area flow to the Haw River (Stream Index: 16- (36.3); Water Quality Classification: WS- IV;NSW;CA). Proposed Project The project consists of the construction of ±978 if of 8" gravity sewer line, which will provide sewer service to the future Chatham Medical Office Building that will be constructed east of Suttles Road at the southern end of the proposed sewer line. The Chatham Medical Office Building is anticipated to begin construction within the next 6 -12 months. The construction of the sewer line will require a single stream crossing that will result in 24 if of temporary stream impacts. Please note that the construction of the Chatham Medical Office Building will not result in impacts to wetlands or streams. Project History The wetland delineation for the project area was completed by S &EC as part of the wetland delineation for the Chatham Park property. The Corps of Engineers field verified the wetland delineation specific to the project area on October 27, 2011 (AID #SAW - 2010 - 00140). The Corps of Engineers have not issued a formal JD for the project area, but the delineation has been preliminarily approved in the field. The proposed Chatham Medical Office Building sewer line will tie into an existing sewer line which was permitted through the Corps of Engineers (SAW-2010-0014o) and N[DVVR (Project # 73'776n) in 2o73as the Bo'angies Sanitary Sewer Extension. Proposed Impacts The proposed impacts consist of 24 if of temporary stream impacts for installation of the sewer line across the stream to tie into the existing sewer line on the north side of the stream. Avoidance and Minimization The location of the proposed sewer line was dictated by the topography of the area surrounding the alignment, as well as the location of the existing sewer line on the northern side of the stream. The sewer alignment has been designed to provide positive gravity flow while minimizing impacts. The proposed sewer alignment has been designed to cross the stream at a perpendicular angle to minimize impacts. Upon completion of construction of the sewer crossing, the bed and banks of the stream will be restored to pre-construction contours and temporarily stabilized to prevent erosion. Cumulative Impacts The sanitary sewer line will immediately service a Chatham Medical Office Building, vvhidl is anticipated tobe constructed within the next 6'72months. However, the sewer line will eventually be expanded to a larger network servicing the entire Chatham Park project once designed, engineered and constructed, which will result in additional development that could have impacts to wetlands and streams. All additional development requiring expansion of the sewer system will be required to meet all federal, state and local regulations, as well as the Town ofPittsboro`svery stringent Jordan Lake Watershed Stonnvvater Management Rules and Riparian Buffer Protection Ordinance. Mitigation Because the proposed stream impacts are temporary, there is no mitigation proposed. W &R is not certain if NCDWR will consider the proposed sewer extension for the Chatham Medical Office Building an extension of the " Bojangles Sanitary Sewer Extension" project, which is why we have checked "unknown ". 6.
