Dear Ms. Stygar and Mr. Perez,
The Lower Coddle Creek Interceptor project limits consist of a variable width, 33,800-foot long
corridor beginning at Coddle Creek Drive SW and running southeast along Coddle Creek to Rocky
River Road in Cabarrus County, North Carolina (Figure 1, Attachment A). On behalf of the Water
and Sewer Authority of Cabarrus County, Gavel & Dorn has subcontracted Carolina Wetland
Services, Inc. (CWS) to provide Section 404/401 permitting services for this project. An executed
Agent Authorization Form is attached (Attachment B).
On behalf of the Water and Sewer Authority of Cabarrus County, CWS is submitting a
Pre -Construction Notification (PCN) pursuant to Nationwide Permit Nos. 58 & 13 to the U.S. Army
Corps of Engineers and Water Quality Certification Nos. 4245 and 4276 to the North Carolina
Division of Environmental Quality (NCDEQ) for proposed impacts to jurisdictional waters of the
U.S. associated with sewerline replacement along Coddle Creek.
This PCN includes a wetland delineation for the Lower Coddle Creek Interceptor Improvements
study area. No Jurisdictional Determination is requested at this time.
A copy of the PCN application is being provided to the North Carolina Division of Environmental
Quality (NCDEQ) with a check of $570 for the 401 Water Quality Certification approval fee.
