PART I - GENERAL INFORMATION
1. Facility and Address:
The Sailors Snug Harbor

Sea Level, NC 28577
2. Date of Investigation: 4-12-91

5. Directions to Site: Traveling east on US Highway 70 toward
Atlantic in Carteret County, the entrance is to the south,
approximately 400 ft. east of the junction of US Highway 70
and NC Highway 12.
6. Discharge Point List for all discharge points:
Latitude: 340 53' 27"
Longitude: 760 24' 00"
USGS.Quad Name: Long Bay
7. Size: Site is approximately 15 acres
8. Topography: Elevation approximately 5 ft. MSL. Flat and
adjacent to tidal waters.
9. Location of nearest dwelling: Treatment plant located
approximately 300 ft. from the retirement home units on
site. There are no homes within 500 ft. offsite.
10. Receiving stream or affected surface waters: Salters Creek
a. Classification: SC
b. River Basin and Subbasin No.: 03-05-04
c. Describe receiving stream features and pertinent
downstream uses: Tidal tributary to Nelson Bay which is
also classified SC. Sea Level Hospital also discharges
in the vicinity. Most waters in the surrounding area
are classified SA.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. Type of wastewater: 100 % Domestic
a. Volume of Wastewater: 0.02 MGD (Design Capacity)
b. Types and quantities of industrial wastewater:
N/A
c. Prevalent toxic constituents in wastewater: Cleaning
agents and anti -bacterial materials used in the rest
home.
4. Type of treatment: Flow equalization with dual pumps and
aeration, 5 aeration basins, dual clarifiers, dual high rate
mixed media tertiary filters, aerated sludge digester,
tablet chlorinator and contact chamber, with post air, flow
recorder and flume ( a new flow control structure is being
installed) a hypochlorinator is to be installed, aerated
effluent pump station, standby power.
5. Sludge handling and disposal scheme: The permittee plans to
request approval for taking sludge to the sludge land
application site operated by Garner Construction Company.

PART III - OTHER PERTINENT INFORMATION

PART IV - EVALUATION AND RECOMMENDATIONS
The facility is fairly well operated and is currently being
upgraded. The outfall is to Nelson Bay which is classified SC,
probably due to the two existing permitted outfalls. Adjacent
waters are classified SA. There appears to be little alternative
to surface water discharge in this area.
It is recommended a draft permit be prepared containing the
existing secondary limitations, and placed at public notice. If
no significant adverse public comment is received, it is
recommended that NPDES Permit No. NC0028827 be reissued in
accordance with the basin wide permitting strategy.
