Dear Mr. Ausband:
In accordance with your application for discharge permit received on January 22,
1997 by the Division, we are forwarding herewith the subject permit to discharge under the
subject state - NPDES permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215 .1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated December 6, 1983 and as
subsequently amended.
Changes to your permit include the following:
• Monitoring frequencies for BOD, TSS, Fecal, and pH have been changed per updated
.0500 regulations.
• The upstream and downstream monitoring requirements were removed, except for one
downstream measurement for fecal coliform.
• A toxicity reopener was placed in your permit. This states that toxicity testing and/or
dechlorination may be required in the future if total residual chlorine effluent levels are
not reduced significantly.
If any parts, measurement frequencies or sampling requirements contained in this
permit are unacceptable to you, you have the right to an adjudicator), hearing upon written
request within thirty (30) days following receipt of this letter. This request must be in the
form of a written petition, conforming to Chapter 150B of the North Carolina General
Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447,
Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be
final and binding.
Please take notice that this permit is not transferable except after notice to the
Division of Water Quality. Part II, E.4. addresses the requirements to be followed in case
of change in ownership or control of this discharge. The Division of Water Quality may
require modification or revocation and reissuance of the permit.

to receiving waters designated as Salters Creek in the White Oak River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, II, III, and IV hereof.
This permit shall become effective September 1, 1997.
This permit and authorization to discharge shall expire at midnight on July 31, 2002.

SUPPLEMENT TO PERMIT COVER SHEET
The Sailors' Snug Harbor
is hereby authorized to:
1. Continue to operate a 0.02 MGD wastewater treatment facility consisting of flow equalization
with dual pumps and aeration, 5 aeration basins, dual clarifiers, dual high rate mixed media
tertiary filters, aerated sludge digester, recorder and flume, a hypochlorinator, aerated effluent
pump station and standby power located at The Sailors' Snug Harbor, northwest of Sea Level,
Highway 70 East, Carteret County (See Part III of this Permit), and
2. Discharge from said treatment works at the location specified on the attached map into Salter's
Creek which is classified Class SC waters in the White Oak River Basin.

Fix small leaks in the plant.
Aerate after chlorine contact.
Take the effluent sample farther down the effluent pipe.
Try to reduce the amount of chlorine added and not vilolate fecal limit.
4/29 Received SL report from RO.
Concur with removing U and D monitoring - DAG would like D monitoring for fecal
only due to proximity of SA waters.
Will add a toxicity reopener due to high chlorine levels.
