Dear Mr. Becker:
On July 28, 2022, Josh Brigham of the Raleigh Regional Office conducted a compliance evaluation
inspection of the Neuse River Village Collection System. The purpose of this inspection was to ensure
compliance with the subject collection system permit. During the inspection, the guidance of Chris
McDonald, Utility Technician, and Katie Dickens, Supervisor, was greatly appreciated.
This compliance evaluation inspection consisted of the following:
• Review of the 15A NCAC 02T .0403 permit requirements;
• Review of the owner/facility information;
• Review of records; and
• On -site inspection of the collection system and pump station units.
Findings during the pre -inspection file review were as follows:
1. The subject facility is not classified and currently does not have designated operators.
2. The Neuse River Village Collection System has had one reported Sanitary Sewer Overflow in 2021
since the last inspection on June 21, 2018.
Findings during the inspection were as follows:
3. The Neuse River Village collection system has one pump station. The pump station was visited
during this inspection. The pump station had secured access, and exhibited very little to no waste
build-up. Pump stations are monitored daily through telemetry and inspected weekly. Inspection
records were available on site. The high-water float was used to trigger audio and visual alarms at the
station and both functioned normally. The pump station signage had a phone number which had been
painted over. Aqua will need to replace or refurbish the sign to meet the permit requirements.
No other issues were noted.
4. A map of the sewer system was available and contained all required information.
5. The Neuse River Village collection system has a Fats, Oils, and Grease Program. Materials are
distributed to residents bi-annually.
6. The Neuse River Village collection system has one high -priority line. It is inspected regularly, but
inspections are not documented. Please maintain documentation of inspections in the future.

7. A Spill Response Action Plan was available for review during the inspection. It contained all required
information.
8. An operation and maintenance plan was available for review. It contained all required information.
9. Five manholes were picked at random and inspected. The Misty River Rd., two (2) manholes located
near the pump station, Bubbling Brook Rd., and Flowing River Rd. manholes all showed no issues.
