Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The Site is comprised of portions of eleven adjacent parcels. The Site contains a mix of open agricultural land, forested, undeveloped areas, and residential yards. A large portion of the forested area was logged in the last decade per historic aerial imagery. Evidence of logging roads are present throughout the Site. The remaining forested areas contain a mix of hardwoods and pines in the canopy. The topography of the Site ranges from a high point in the southeastern corner of the Site of +/- 375 feet above mean sea level (msl) in the southwestern comer, to a low point of +/- 295 feet msl along the northeastern boundary where drainage A exits the Site. Surrounding areas are a mix of woodland, agricultural land, and residences. 4b. The site plan was revised to eliminate a previously approved road crossing (EX-4) that accessed 4 lots. 4i. The road crossings were designed to cross perpendicular to the jurisdictional feature. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts, while silt fencing will be installed to provide additional protection from runoff. Design changes were required to meet NCDOT Standards. These changes include replacing the dual 30" culverts with FES with a 48" culvert with wing walls at Impact EX-1 and replacing the dual 72" pipes to a box culvert at Impact EX-3. Project Purpose and Location The Project includes the construction of a single-family residential subdivision proposed to meet demand for housing in the area. The +/-164-acre tract is located +/-0.5-mile east of the intersection of Mays Crossroads Road and Peach Orchard Road The coordinates of 36.0549°N, 78.4070°W generally correspond to the center of the Site. Project Detail The proposed Project consists of the construction of a single-family residential development with associated driveways and utilities. Onsite sewer and water are proposed for the development. Project History A Nationwide Permit (NWP 29) was issued on May 26, 2022 (SAVV-2022-00092). A 401 Water Quality Certification (WQC) and a Riparian Buffer Authorization were issued on May 13, 2022 (#20220369). Design changes were required to meet NCDOT Standards on two of the road crossings at Impact EX1 and EX- 3. These changes include replacing the dual 30" culverts with FES with a 48" culvert with wing walls at Impact EX-1 and replacing the dual 72" pipes to a box culvert at Impact EX-3. Additionally, the road crossing at Impact EX-4 was eliminated. The proposed design for Impact EX-3 was not changed.
