Project Description: NCDOT proposes improvements to the intersection of US 311/NC 135 at US 220
east of Mayodan in Rockingham County. The US 311 . NC 135 bridge over US 220 will be widened. Other
improvements may include changes to lanes, median work and intersection enhancements at smaller
associated intersections within the study area.
Based on preliminary mapping, most of the work falls within the existing ROW of this sizable highway
interchange. The project length along US 220 is about 0.6 miles (3168 feet). From west to east along US
311/NC 135, the project is 0.54 miles (2850 feet) in length. The width varies but generally stays within the
existing ROW adding 5-50 feet in slivers immediately adjacent to the roadways for cut and fill and also
easements. For purposes of this review, the archaeological Area of Potential Effects (APE) is the length of
the project along both main crossroads which includes all construction areas (ROW, easements and cut/fill
locations) for redesigned or expanded roadway.
This is a state funded undertaking that may require USACE permitting, therefore this screening assumes
that Section 106 of the National Historic Preservation Act applies for archaeological review.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The interchane improvements are within a modern, developed setting. USGS mapping (Mayodan) and
aerial photography was studied (see Figures 1 and 2). Google streetview tools were available at this location
and used, showing the degree of modern, urban development and infrastructure that has occurred within
the APE. The margins on roads within the APE are generally altered through previous roadway
construction, local grading and also utilities. There is little undisturbed soil present within the APE.
According to USGS mapping and GIS resources (data layer created by NCDOT archaeologist Paul J.
Mohler), two cemeteries are present closeby but outside of the APE (see Figure 2). One cemetery, which
is associated with Dan Valley Baptist Church, is near the eastern limits of the project. Another cemetery is
present on the western limits of the project on a wooded parcel. Neither will be affected as they both fall
outside of the APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
The project consists of improvement to a large scale existing facility. Many of the adjacent parcel have
been developed for commerical or public use. As such, new impacts to intact soils capable of containing
intact archaeological sites is unlikely. Most of the APE has already been modified by the construction
associated with the existing roadways and utilities. These results in a disturbed context which is not

favorable for preservation of intact, significant archaeological sites. For archaeological review, this
federally permitted undertaking should be considered compliant with Section 106.
