Murphy 1 Superintendent rarra OF NATU�L RESOURCES 0)Iy DEVE AUG 2 01992 StOA OF Vtv1ROW110.�tCE waaRaIIuE a � � 01 Natural Resources In response to the July 7, 1992 Compliance Inspection Report, concerning elevated BOD5 concentrations between July 1991 and February 1992, the following procedural changes have been initiated: 1. The effluent structure to the chlorinator is hosed daily. 2. All sample containers will be rinsed with distilled water prior to use. 3. Due to low waste concentrations during the summer months, a nutrient compound is being added to maintain a proper biomass. 4. The custodial and cafeteria staff have been asked to reduce disinfectant use to an absolute minimum. These changes should improve our treatment performance and ensure that representative sampling is maintained. Also, any information that your organization has concerning supplemental nutrient addition would be appreciated. In addition to these changes, I am requesting that our effluent limits for BOD5 and ammonia nitrogen be changed to more closely reflect our operating conditions. When using the modeling equation to determine ultimate Biochemical Oxygen Demand (BODu) for small domestic waste dischargers, I find that even though we may violate our existing BOD5 limit, we are not close to violating the BODu. To illustrate this statement, Administrative Offices Education Center 701 East Second Street August 17, 1992 Page 2 attached is a study of the data for each month from January 1990 to June 1992 using the modeling formula for BODu. We are hereby requesting that our limits for BOD5 and ammonia nitrogen be changed from 17 mg/L and 9 mg/L to 25 mg/L and 6 mg/L, respectively. Based on our calculations, this ratio is more suitable to our actual operating conditions than the ratio in our existing NPDES permit.
