Spray Irrigation: Insufficient area. b. Connect to regional sewer system: Delta Mills has access to the Town of Maiden's WWTP and is currently sending the Town all domestic wastewater. However, insufficient capacity exists in the Town's WWTP too treat the amount of process wastewate generated by this facility. c. Subsurface: Insufficient area. PART IV - EVALUATION AND RECOMMENDATIONS Delta Mills, Inc. (DM) has requested a modification of the subject permit. This modification involves an increase in production and a resulting increase in permitted flow from 1.0 MGD to 1.5 MGD. The nrorosed flow increase will result in DM having to add additional WWT facilities in order to handle the proposed hydraulic flow. DM has performed an Alternative Analysis that indicated an increase in their current surface discharge v^plume to be their most viable alternative. Although DM indicated in the Permit application that an extension of the outfall is being considered, they may not choose to construct the extension if they feel they can meet the proposed effluent limitations at the existing discharge location. It should also be noted that DM has a significant amount of color in their effluent. Since no color standard presently exists, DM is a strong candidate for any Division initiated color monitoring program. It is also suggested that the modified Permit have a statement concerning the Division's efforts towards the development of a standard for color, and that Delta should begin working towards the eventual elimination of color in their effluent. Catawba County Dear Mr. Pellei: As discussed in our telephone conversation this morning, AWT received your July 15, 1997 letter verifying receipt of Delta Mills' request for permit modification with the fee payment. After reviewing that letter I was concerned that the permit modification request was misunderstood; therefore, I would like to take this opportunity to restate the request. Delta Mills, Inc. is requesting the following: • an increase in the permitted flow from 1.0 MGD to 1.5 MGD for the existing discharge point, • the corresponding effluent limits at this current discharge point, and • the effluent limits at 1.5 MGD for a point downstream on Clark Creek, south of SR 1274. The requested effluent limits for the point downstream on Clark Creek will only be reviewed by Delta Mills to determine if relocation of the discharge would be a feasible and cost-effective option relative to a 1.5 MGD discharge at the current location. The request for effluent limits at this downstream point is in no way intended to be a request for relocation of the existing discharge to this point at this time.
