In accordance with the application for a discharge permit received on March 5, 1996, the Division is
forwarding herewith the subject NPDES permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated December 6,1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable
to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following
receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the
North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer
27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be final and
binding.
Please take notice this permit is not transferable. Part II, E.4. addresses the requirements to be followed
in case of change in ownership or control of this discharge.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.

Berryhill Elementary School

west of Dixie

to receiving waters designated as Lake Wylie in the Catawba River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I,
II, III, and IV hereof.
The permit shall become effective September 1, 1996
This permit and the authorization to discharge shall expire at midnight on August 31, 2001

is hereby authorized to:
1. Continue to operate an existing 6000 gpd extended aeration wastewater treatment facility
consisting of a bar screen, flow equalization basin, aeration basin, dual secondary clarifiers,
sludge return, sludge holding tank and disinfection unit located at Berryhill Elementary School,
on Walkers Ferry Road, west of Dixie, Mecklenburg County (See Part III of this Permit), and
2. Discharge from said treatment works at the location specified on the attached map into Lake
Wylie which is classified Class WS-V&B waters in the Catawba River Basin.

The Permittee shall cbn-t.�ually evaluate all wastewater disposal alternatives and pursue the most
environmentally sound alte ve of the reasonably cost effective alternatives. If the facility is in
substantial non-compliance with terms and conditions of the NPDES permit or governing rules;
regulations, or laws, the permittee shal11submit a report in such form and detail as required by the
Division evaluating these alternatives and a plan of action within sixty (60) days of notification by
the Division. �`
Permit Summary
NC0028711
This is a permit renewal for an existing class II facility. Compliance was
achieved for the :most part with parameters within the past twelve months.
Chlorine levels within the past twelve months may be of some concern. Had a
maximum level of 1466.000 ug/1 and an average of 272.214 ug/1. The region
needs to comment on the need for a residual chlorine limit and/or dechlorination
requirement for this renewal. Downstream values for DO looked good. DO
values were in the range of 5 to 6 during the latter months of the summer, but
never below 5.0 mg/1. Permits and Engineering recommend that this permit be
reissued with existing limits with monitoring updated to reflect a class two
facility.

needs to chose between ft NH3-N limits or Quarterly Tox limit @ 90% (Summer ammonia of 2.0 and
Winter ammonia of 9.0). They may be able to achieve summer limit of 2.0 mg/1. Need regional comment
on ammonia limits vs quarterly tox testing. Downstream values for DO looked good. DO values were in
the range of 5.0 mg/1 to 6.0 mg/1 during the latter months of the summer, but never below 5.0 mg/1.
Permits and Engineering recommend that this permit be reissued with existing limits with monitoring
updated to reflect a class two facility.

Road) and Walkers Ferry Road (SR 1193/1184) in west
Mecklenburg County just outside the Charlotte City limits,
travel southwest on Walkers Ferry Road approximately 2.0 miles
to the site of the treatment facility, which is located on the
left (east) side of the road and on the south side of the
school grounds.
