On Wednesday, November 8, 2017, Glen White and Ryan Swaim, Environmental Specialist with
the North Carolina Department of Environmental Quality — Division of Energy, Minerals and
Land Resources, met with you to assist in determination of possible monitoring requirements that
may differ from the requirements of the general industrial stormwater permit.
This facility holds General Stormwater Permit NCG140003 to discharge stormwater from
industrial activity primarily engaged in ready -mixed concrete [SIC 32731 and like activities
and Associated Stormwater and/or Process Wastewater under the National Pollutant
Discharge Elimination System (NPDES). The permit became effective August 1, 2017 and
expires on June 30, 2022.
Inspectors reviewed the concrete truck wash out basin and the pit that Mr. Childers has installed
below the discharge point of the basin. It was determined that this facility does not appear to
produce.a stormwater discharge from its outfall due to the topography of the site and additional
measures put into place by the facility. This facility appears to be in a true "No Flow" state,
meaning it does not produce a stormwater discharge fi.-om industrial activities. All process water
and co -mingled stormwater is captured in the concrete:, 4-chambered basin prior to discharge.
This basin does contain sediments that are moved, allowed to dry and hauled offsite. Below the
concrete basins, a very large and deep pit has been constructed. This put captures any process
water that spills from the concrete basins. Since it is capturing concrete process water, the high-
water line can be easily seen on soils and vegetation in the pit. There does not appear to be any
evidence of process water discharging from this basin.
Therefore, under current operating procedures, this facility will not be required to provide
analytical monitorine as it does not appear to discharge stormwater or process water from
industrial processes. The analytical form should be filled out for each required period but the
document will stat "No Flow".
