Please find attached the March 2021 NDMR and NDARs for Permit No. WQ0003396 for Arauco
North America, Inc. After October 5, 2020 there has been a permanent discontinuation of Non-
Discharge Irrigation usage as a result of facility connection to a wastewater pipeline to the City
of Sanford OUP 000042).
Also, On November 12, 2020 central North Carolina and the Moncure region experienced
excessive rainfall due to residual effects of Hurricane Eta. The Arauco — Moncure facility
experienced in excess of 6 inches of rainfall in less than 24 hours and between 6-8" in 72 hours
due to this severe storm activity. No breach of the wastewater ponds occurred during this event,
but lagoon freeboard was severely reduced, as all ponds are open air. This was noted via formal
state notification on November 19th, 2020. Since then the continual rain has posed a continual
challenge to the facility for maintaining freeboard levels, as seasonal weather has not permitted
a break is rain substantial enough for consistent compliance since. While intermittent compliance
has been achieved in months prior but lost due to further rain events, the facility was able to
return to consistent compliant freeboard levels by March 5th, 2021 and has remained so since.
The 1st Triannual Groundwater Quality Monitoring Compliance Reports (GW-59 and GW-59A) are
also attached for each Groundwater Monitoring Well listed in Permit No. WQ 0003396, as well
as the nearest Surface Water (Creek) down gradient to the Spray Irrigation fields. Please see the
Compliance Report Form (GW-59A)for an explanation of the historical exceedances of chlorides,
TDS, and pH in the wells.
