The Town of Wake Forest proposes to construct Phase 4 of the Dunn Creek Greenway, a 0.56-mile extension to the existing multi-use path system as part of the Town of Wake Forest's Open Space & Greenway Plan. The project would tie into existing greenway segments constructed by private development and would connect into Del Webb at Traditions, The Orchards at Traditions, and Flaherty Farms. The project will require two greenway easements, one through Del Webb at Tradition's common open space and the other at Flaherty Farms. The balance of the project will be located on property owned by the Town of Wake Forest. Kimley-Horn staff delineated the project study area in January 2022 and identified two wetlands (W1 and W3) and four streams (Dunn Creek [Hatters Branch], S1, S2, and S3). April R. Norton of the USACE responded to the Preliminary Jurisdictional Determination request confirming the delineated stream and wetland boundaries on April 26, 2022 (SAW-2022-00621). Chris Smith of the NCDWR issued a Buffer Determination Letter for the project on April 20, 2022 (NBRRO #22-089). Unavoidable permanent impacts to streams, wetlands, and the associated Neuse River Basin Buffer Zones will result from the proposed greenway alignment. Permanent and permanent no-net loss (P- NNL) stream impacts at Stream and Wetland Impact Sites 1 as a result of the proposed culvert extension and associated keyed-in rip rap outlet, and at Stream and Wetland Impact Site 2 as a result of the proposed culvert installation and associated keyed-in riprap outlet. Temporary impacts to streams S1 and S2 will result from the construction access necessary to install the proposed culverts and rip rap. All temporarily impacted streams will be returned to pre-existing conditions upon completion of construction. Dunn Creek (Hatters Branch) will be crossed with a prefabricated Kim ey>>> Horn Page 2 pedestrian bridge as shown in the attached plan sheets; therefore, no impacts to Dunn Creek are anticipated. At Stream and Wetland Impact Site 2, permanent wetland impacts resulting from construction of the greenway project will involve the placement of riprap along the wingwalls and toe of slope for the new culvert installation, as well as grading and placement of fill material to construct the greenway. Temporary impacts to wetlands will result from necessary construction access corridors, and will be returned to preconstruction contours after completion of the project Additionally, portions of the protected riparian buffers of Dunn Creek and streams S1, S2, and S3 will be permanently impacted at Buffer impact Sites 1-5 resulting from the construction of the greenway path and shoulder, as well as for the installation of a prefabricated pedestrian bridge that will be used to span Dunn Creek.
