The project study area is primarily composed of undeveloped forestland and riparian corridors.The project study area is bounded to the north by primarily undeveloped forestland,to the
east and west by single-family residential housing and recreational facilities,and to the south by single-family residential housing and undeveloped forestland.

The Town of Wake Forest proposes to construct Phase 4 of the Dunn Creek Greenway,a 0.56 mile extension to the existing multi-use path system as part of the Town of Wake Forest's
Open Space&Greenway Plan

The proposed project consists of the installation of a 0.56-mile extension of the Dunn Creek Greenway in Wake Forest.The project would tie into existing greenway segments constructed
by private development and would connect into Del Webb at Traditions,The Orchards at Traditions,and Flaherty Farms.The project will require two greenway easements,one through Del
Webb at Tradition's common open space and the other at Flaherty Farms.The balance of the project will be located on property owned by the Town of Wake Forest.The project will be
constructed using excavators,skid-steers,pavers,and other construction equipment typically used for greenway projects.

April R.Norton of the USACE responded to the Preliminary Jurisdictional Determination request confirming the delineated stream and wetland boundaries and concurrence was received

At Stream and Wetland Impact Site 2,permanent wetland impacts resulting from construction of the proposed greenway will involve the placement of
riprap along the wingwalls and toe of slope for the new culvert installation,as well as grading and placement of fill material to construct the greenway.
Temporary impacts to wetlands will result from necessary construction access corridors,and will be returned to preconstruction contours after
completion of the project.

Unavoidable permanent impacts to streams will result from the proposed greenway alignment.Permanent and permanent no-net loss(P-NNL)stream
impacts at Stream and Wetland Impact Sites 1 as a result of the proposed culvert extension and associated keyed-in rip rap outlet,and at Stream and
Wetland Impact Site 2 as a result of the proposed culvert installation and associated keyed-in riprap outlet.Temporary impacts to streams S1 and S2 will
result from the construction access necessary to install the proposed culverts and rip rap.All temporarily impacted areas will be returned to pre-existing

Portions of the protected riparian buffers of Dunn Creek and streams S1,S2,and S3 will be permanently impacted at Buffer impact Sites 1-5 resulting
from the construction of the greenway path and shoulder,as well as for the installation of a prefabricated pedestrian bridge that will be used to span
Dunn Creek.
E. Impact Justification and Mitigation
1.Avoidance and Minimization
la.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Impacts to streams,wetlands,and riparian buffers in the project corridor were avoided and minimized to the extent practical.To minimize impacts to
riparian areas,the proposed greenway has been located outside of buffer zone 1 to the extent practical and stream crossing were intentionally located
where perpendicular crossings were feasible and/or where prefabricated pedestrian bridges could be used to span the entire stream.Impacts to
wetlands within the corridor were avoided the the extent practical,and have only been proposed where necessary fillslope structures are required to
protect the greenway integrity.Where practical,the proposed greenway has been located within existing maintained easements throughout the project
corridor.
1 b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Impacts to streams,wetlands,and protected riparian buffers within the corridor and its vicinity will be minimized to the extent practical throughout the
construction process by avoiding these features with equipment,materials,and access corridors where practicable.Where feasible,staging and
construction access routes will be located in upland areas throughout the corridor.Silt fencing will be installed around the limits of disturbance to help
ensure that all construction equipment will remain within the project area throughout the construction process.Temporary sediment control measures will
be used to reduce stormwater impacts to receiving waters and minimize runoff from the construction sites.During the construction process,streams will
be diverted by means of stream diversion operation or pump-around operation sized by ordinary daily flow to allow for in-stream and channel repair.

Due to the minimal stream and wetland impacts(<0.02 ac of stream and<0.1 ac of wetland),compensatory mitigation has not been proposed.
Per the Neuse River Basin riparian buffer rules,impacts to protected riparian buffers resulting from greenway construction where built upon area is added to the riparian buffer,equal to or
less than 10 feet wide with two foot wide shoulders are"Allowable Upon Authorization".As such,no mitigation is required for the proposed riparian buffer impacts.

As of August 1,2022,the US Fish and Wildlife Service(USFWS)Information for Planning and Consulting(IPaC)tool lists six protected species with
potential to occur within the project vicinity:red-cockaded woodpecker,Neuse River waterdog,Carolina madtom,Atlantic pigtoe,dwarf wedgemussel,
and Michaux's sumac.The bald eagle(Haliaeetus Ieucocephalus)also has potential to occur in the project vicinity and is protected under the Bald and
Golden Eagle Protection Act(BGPA).Kimley-Horn reviewed the NC Natural Heritage Program(NCNHP)element occurrence database(updated April
2022)to determine if there are any known occurrences of federally protected species in the project study area or its vicinity.No known occurrences of
protected species were recorded in or within 1.0-mile of the project study area.
Suitable habitat for the red-cockaded woodpecker(RCW)is not present within the project study area.Forested areas within the project study area,
mostly comprised of hardwoods and immature pines,are disturbed along the perimeters,with a dense understory and closed canopy.A review of the
NCNHP database records(updated April 2022)indicates there are no known occurrences of RCW in or within 1.0 mile of the project study area.
Additionally,the project study area is located outside of the red-cockaded woodpecker Section 7 Consultation Areas identified within the RCW SLOPES
Manual,and therefore the proposed project is anticipated to have"No Effect'on the RCW.
Suitable habitat for the Neuse River waterdog is not present within the tributaries to Dunn Creek(Streams S1,S2,and S3)within the project study area.
The majority of these tributaries were found to have low flow and low dissolved oxygen content.Potentially suitable habitat may be present within Dunn
Creek,however the project does not anticipate any impacts to this stream.Additionally,the NCNHP database(updated April 2022)records indicate that
there are no known occurrences of the Neuse River waterdog in or within 1.0-mile of the project study area.Due to the lack of impacts to potentially
suitable habitat and the lack of recorded individuals,it has been determined that the proposed project would have"No Effect"on the Neuse River
waterdog.
Suitable habitat for the Carolina madtom is not present within the tributaries to Dunn Creek(Streams S1,S2,and S3)within the project study area.The
majority of these tributaries were found to have low flow and low dissolved oxygen content.Potentially suitable habitat is present within Dunn Creek,
however the project does not anticipate any impacts to this stream.Additionally,the NCNHP database(updated April 2022)records indicate that there
are no known occurrences of the Carolina madtom in or within 1.0-mile of the project study area.Due to the lack of impacts to potentially suitable habitat
and the lack of recorded individuals,it has been determined that the proposed project would have"No Effect'on the Carolina madtom.
Suitable habitat for the Atlantic pigtoe is not present within the tributaries to Dunn Creek(Streams S1,S2,and S3)within the project study area.The
majority of these tributaries were found to have low flow and low dissolved oxygen content.Potentially suitable habitat is present within Dunn Creek,
however the project does not anticipate any impacts to this stream.Additionally,the NCNHP database(updated April 2022)records indicate that there
are no known occurrences of the Atlantic pigtoe in or within 1.0-mile of the project study area.Due to the lack of impacts to potentially suitable habitat
and the lack of recorded individuals,it has been determined that the proposed project would have"No Effect"on the Atlantic pigtoe.
Suitable habitat for the dwarf wedgemussel is not present within the tributaries to Dunn Creek(Streams S1,S2,and S3)within the project study area.
The majority of these tributaries were found to have low flow and low dissolved oxygen content.Potentially suitable habitat is present within Dunn Creek,
however the project does not anticipate any impacts to this stream.Additionally,the NCNHP database(updated April 2022)records indicate that there
are no known occurrences of the dwarf wedgemussel in or within 1.0-mile of the project study area.Due to the lack of impacts to potentially suitable
habitat and the lack of recorded individuals,it has been determined that the proposed project would have"No Effect"on the dwarf wedgemussel.
Suitable habitat for Michaux's sumac is present within the project study area.Kimley-Horn scientists conducted pedestrian surveys for Michaux's sumac
on August 3,2022 and no individuals were identified.Additionally,a review of the NCNHP database(updated April 2022)records indicates there are no
known occurrences of Michaux's sumac in or within 1.0 mile of the project study area.Due to the lack of recorded occurrences and lack of observed
individuals,it has been determined that the proposed project will have"No Effect"on Michaux's sumac.

-Glen Royall Mill Village Historic District(National Register)—located approximately 0.44 miles west of the project study area
-Dr.Calvin Jones House(National Register)—located approximately 0.97 miles southwest of the project study area
Raleigh&Gaston Rail Corridor(Determined Eligible)—located approximately 0.32 miles west of the project study area

maintenance easements throughout the corridor,it is anticipated that the proposed project will have no effect on any historical or archaeological
resources within the project study area or project vicinity.
