Reanalysis of the wasteload allocation indicates that a DO limit is not necessary at a permitted flow of 0.0175, as in the draft permit. With regard to the fecal coliform limit: since the 7Q10 is 0.1 cfs, inadequate dilution is available to remove the fecal limit. Total phosphorus has been removed from the WLA based on the Director's recent decision regarding xistin dischargers less the 0.05 mgd. A wasteload approval form is att ed. Box 27687 Raleigh, NC 27611--7687 Dear Sir: JUL 30 1987 PERMITS & ENGINEERING RE: Willow Oak Acres MHP NPDES Permit NC0060259 Rockingham County Comments to Draft Permit The following comments on the proposed NPDES permit for Willow Oak Acres MHP are presented on behalf of the owner Mr. O. L. Vogler, Jr.: 1. It does not appear that upstream and downstream monitoring requirements are applicable to this discharge. As you 6.0 • should be aware, this is a very small discharge relative to the stream flow. The existing permit, which was issued 11/1/84, did not require upstream/downstream monitoring. It is our understanding that under the current monitoring rules upstream/downstream sampling is only required for a "water quality limited segment". It does not appear that this segment meets the definition that it is a segment where it is known that water quality does not meet applicable water quality standards or is not expected to meet them even after the application of minimum treatment requirements". The location of the stabilization pond discharge to the point of discharge into Little Troublesome Creek is approximately 800 feet. This distance will make it very difficult Mr. Vogler to collect the upstream/downstream samples. It is also very unlikely that any significant benefit will be derived by the DEM from this additional information. For -these -reasons it is requested that upstream/downstream monitoring not be a part of the final permit conditions. 2. The current NC limitation rules for waste stabilization ponds with flows less than 2.0 mgd state that effluent limitations Environment Water & Wastewater Treatment Mr. Arthur Mouberry - July 27, 1987 Page -2- or coliform bacteria and pH shall be imposed only if necessary to maintain compliance with applicable water quality standards. There has been no information presented that shows this to be the case. For this reason it is requested that fecal coliform and pH not be included as part of the effluent limitations on the the final permit.
