Power Cranbrook Village, LLC 1423 Great Neck Road, Suite 205 Virginia Beach, Virginia 23454 Subject: Issuance of NPDES Permit NC0022098 Cedar Valley WWTP Guilford County Dear Mr. Power: Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). There has been one change to the final permit from the draft permit previously sent to you. Part I. A. (2.) has been added to the permit, requiring submission of a Wastewater Management Plan to the NC DENR Winston-Salem Regional Office. The plan must be submitted by January 28, 2002. This requirement has been added to your permit for the following reasons: ➢ Little Alamance Creek is listed as an impaired stream on North Carolina's 303(d) list. This means that the stream does not meet all water quality standards. The Division is working toward the improvement of water quality in Little Alamance Creek. If the Division's current initiatives do not result in improved water quality, removal of discharges to Little Alamance Creek may be necessary for the health of the stream. Although the Division believes non -point sources are the main cause of degradation to Little Alamance Creek, we will continue to monitor compliance at your facility. If noncompliance with your permit's effluent limits is shown to be a direct cause of stream degradation, the Division will recommend removal of your facility's discharge. ➢ Your facility is discharging excessively high amounts of total residual chlorine. The average TRC concentration in the effluent should be below 28 µg/L. Unless these concentrations are reduced, the Division may reopen this permit to include a chlorine limit. ➢ Your facility discharges to a nutrient -sensitive water (NSW). In 1997 the Clean Water Responsibility Act (House Bill 515) was enacted, with the intent to strengthen the control of nutrients from all discharges to NSW waters. Facilities permitted to discharge greater than 500,000 gallons per day (and any new or expanding facilities) will be subject to nutrient limitations for total nitrogen and total phosphorus according to House Bill 515 requirements. Since modifications to treatment systems are expensive and time consuming, it is highly recommended that you begin planning for this possibility now if a future expansion is anticipated at your facility. - ➢ Personnel from the NC DENR Winston-Salem Regional Office have reported that the poorly functioning lift station at this facility has been scheduled for repair and/or replacement. The Division encourages you to complete the necessary repairs as soon as possible, so that your facility's operation is not degraded further. N. C. WASTEWATER MANAGEMENT PLAN No later than 180 days after the effective date of this permit, the Permittee shall submit a wastewater management plan for this facility. The plan shall include, at a minimum, the following elements: • Future flows. Provide estimates of wastewater flows and characteristics for the next 10- 20 years and the basis for those estimates, including assumptions and calculations. • Alternatives analysis. Conduct a technical and economic evaluation of wastewater disposal alternatives, specifically including at least the following alternatives: • connection to the City of Greensboro wastewater collection system • conversion to a spray irrigation system • any combination of the above options The analysis and report should be consistent with the EAA guidance document provided by the Division. • Facilities assessment. Describe deficiencies and operational difficulties in the existing collection and treatment systems which affect performance or permit compliance. Identify potential improvements to correct those deficiencies. At a minimum, evaluate the following considerations: • inflow and infiltration, • equipment repairs and preventative maintenance, • removal of accumulated solids, wastes, other debris (continued on next page) Permit NC0022098 A. (2.) WASTEWATER MANAGEMENT PLAN (continued) • Optimization plan. Develop a plan for optimization, rehabilitation, expansion and/or replacement of the collection and treatment systems to achieve optimum performance. Identify specific measures and key tasks, including those in the above facilities assessment, and provide an estimated schedule for completion of each. • Biosolids management plan. Develop an operations plan to be used (and describe the procedures currently used) for managing septage / biomass in the treatment system, including associated solids wasting and disposal, to promote optimum treatment system performance. Identify operating parameters to be used and target values or ranges of values where appropriate. • Communications plan. Describe a plan for informing customers served by this facility of their potential impacts on treatment system performance and appropriate practices for minimizing those impacts, including a schedule for implementation of the plan. At a minimum, include the following elements: • oil and grease contributions to the collection and treatment system, • introductory material for new tenants, describing acceptable waste disposal practices • common practices that adversely affect the collection/treatment system • notification procedures in case of emergencies. An examination of the Cape Fear basin plan and the NPDES permit schedule has revealed that the existing expiration dates in Cape Fear NPDES permits do not coincide with the revised permit expiration dates for the basin. This discrepancy could create unnecessary delays in the processing of over 200 permit renewals. Accordingly, the Division is changing the permit expiration dates for NPDES permits in the Cape Fear river basin. This permit modification changes the expiration date of the subject permit in subbasin 30603 to June 30, 2001. Please find enclosed the revised permit cover page. Insert the new cover page into your permit and discard the old page. All other terms and conditions contained in the original permit remain unchanged and in full effect. The new system includes an aeration basin, clarifier, chlorinator and contact tank and a V-notch weir and recording flow meter. The influent to the plant goes through a grinder pump station. f.
