Division personnel have reviewed and approved your request to transfer ownership of the subject permit, received
on October 17, 2012. This permit modification documents the change of ownership.
Please find enclosed the revised permit. All other terms and conditions contained in the original permit remain
unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General
Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency.

TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
ACG GREENSBORO, LLC
is hereby authorized to discharge wastewater from a facility located at the
Cranbrook Village WWTP
4309 Old Liberty Place
Guilford County
to receiving waters designated as Little Alamance Creek in the Cape Fear River
Basin
in accordance with effluent limits, monitoring requirements, and other conditions
set forth in Parts I, II, III and IV hereof.
This permit shall become effective February 1, 2013.
This permit and authorization to discharge shall expire at midnight on June 30, 2016.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under
the permit conditions, requirements, terms, and provisions included herein.
ACG GREENSBORO, LLC IS HEREBY AUTHORIZED TO:
1. Continue to operate an existing 0.01 MGD wastewater treatment facility with the
following components:
• Influent grinder pump station
• Aerated digester / sludge holding tank (underground)
• Bar screen
• Aeration basin
• Clarifier
• Effluent chlorination with chlorine contact basin
This facility is located southeast of Vandalia off Liberty Road at the Cranbrook
Village Communities WWTP in Guilford County.
2. Discharge from said treatment works at the location specified on the attached
map into Little Alamance Creek, classified WS-IV NSW waters in the Cape Fear
River Basin.

During the period beginning on July 1, 2006 and lasting until June 30, 2011, the permittee is authorized to

A. (2.) WASTEWATER MANAGEMENT PLAN
No later than January 1, 2007, the permittee shall submit a wastewater management plan for this facility.
The plan shall include, at a minimum, the following elements:
• Future flows. Provide estimates of wastewater flows and characteristics for the next 10-
20 years and the basis for those estimates, including assumptions and calculations.
• Alternatives analysis. Conduct a technical and economic evaluation of wastewater
disposal alternatives, specifically including at least the following alternatives:
• connection to the City of Greensboro wastewater collection system
• conversion to a spray irrigation system
• any combination of the above options
The analysis and report should be consistent with the EAA guidance document provided
by the Division.
• Facilities assessment. Describe deficiencies and operational difficulties in the existing
collection and treatment systems which affect performance or permit compliance. Identify
potential improvements to correct those deficiencies. At a minimum, evaluate the
following considerations:
• inflow and infiltration,
• equipment repairs and preventative maintenance,
• removal of accumulated solids, wastes, other debris
• Optimization plan. Develop a plan for optimization, rehabilitation, expansion and/or
replacement of the collection and treatment systems to achieve optimum performance.
Identify specific measures and key tasks, including those in the above facilities assessment,
and provide an estimated schedule for completion of each.
• Biosolids management plan. Develop an operations plan to be used (and describe the
procedures currently used) for managing septage / biomass in the treatment system,
including associated solids wasting and disposal, to promote optimum treatment system
performance. Identify operating parameters to be used and target values or ranges of
values where appropriate.
• Communications plan. Describe a plan for informing customers served by this facility
of their potential impacts on treatment system performance and appropriate practices for
minimizing those impacts, including a schedule for implementation of the plan. At a
minimum, include the following elements:
• oil and grease contributions to the collection and treatment system,
• introductory material for new tenants, describing acceptable waste disposal practices
• common practices that adversely affect the collection/treatment system
• notification procedures in case of emergencies.

incorporate or modify effluent limits, monitoring and reporting requirements, and other
permit conditions when it deems such action is necessary to implement nutrient
management requirements such as those established through rulemaking or USEPA
approval of TMDL(s) .

My name is Chris Barry and I am the Chief Operating Officer for ACG North Carolina LLC
and ACG Greensboro, LLC. We recently purchased a portfolio of Mobile Home Communities
that include the above referenced Treatment Plants. We purchased this portfolio of
communities out of Foreclosure from Bank of America in July of this year.
Since these properties were purchased from a bank due to foreclosure and not directly
from a seller, we have no access to the prior owner of these communities. As a result, we
have not been able to get anybody to sign the change of ownership forms. Patrick Grogan,
the regional Inspector for these Treatment Plants, suggested that I attach this cover letter
to the Ownership Change Forms along with a copy of our bill of sale, to demonstrate our
ownership of these properties. All of which is included with this package.
Lastly, the operator of all of these treatment plants has not changed despite all of the
ownership changes. Mr. Paul Smith has operated these Treatment Plants for many years
and we have retained his services to oversee the proper operation of these systems. if you
