Inspection Summary:
A routine compliance inspection of the Peppertree WWTF was conducted on July 27, 2022. The purpose of the evaluation
was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WC0011313.
Dan Fortin and RC Howard were present during the inspection.
This facility is a 80,000 gpd extended aeration plant with two drip irrigation, high -rate infiltration fields. Flow peaked to
approximately 40,000 gpd this summer season. All visual/audio alarms throughout both plants were tested and found to be
operable, but there is no telemetry for these alarms. This situation can be challenging for staff when issues arise during off
hours.
Since the last inspection in January 2020, the non -active tanks (original trains) have been removed, and the existing two
plants were sandblasted, structurally repaired and recoated except for the dosing tank. The high -rate infiltration fields are
now maintained by the condo association staff and appear to be in good condition.
The following items were found to be non -compliant during this inspection and needs to be addressed:
1. The dosing tank is severely corroded and is in need of sandblasting, repair and recoating or replacement.
2. The two blowers for the northside plant are inoperable and need to be repaired or replaced.
3. The UV system is inoperable on the southside plant. This system needs to be replaced or a proper disinfection contact
chamber needs to be installed.
4. Soil analysis of the infiltration fields needs to be conducted annually.
5. A full description of the facility, addressing the discrepancies between the facility description in the current permit and the
actual plant, needs to be submitted (Permit Schedule 1.1).
6. Submittal of the Operator Designation Form to update the current ORC/BORC.
Please review the comment sections of the inspection report for more details. The facility is noncompliant with
Non -Discharge Permit WQ0011313 and an Notice of Violation will be issued. A plan of action to address the six items listed
above is requested within 30 days of receipt of this report.

Comment: The description in the current permit needs to be updated to address the discrepancies
between the facility description and the actual facility. The blowers for the northside plant are
not operable, as well as the UV system for the southside plant. The anoxic basin are not in use
but being used as additional flow EQ.

Comment: The generator is rented and maintained by PowerHouse. The generator was automatically
activated and power transferred to the plant when power was interrupted during the inspection.
However, after approximately 10 minutes, the generator shut down. Saff indicated that
PowerHouse will be called to repair as soon as possible.

Comment: The UV system for the southside plant has been inoperable for many years according to staff.
Effluent from that plant is chlorine disinfected before reaching the dosing tank. A proper
disinfection contact chamber or new UV system needs to be installed.

Comment: Operation and maintenance log and daily sheets were available for review. Groundwater
monitoring since 2019 indicates erratic ammonia, nitrate and chloride exceedances. Effluent
monitoring shows 4 violations for TSS limit exceedances, 2 violations for fecal coliform and 1
BOD violation. Annual soil analysis has not been conducted on the each infiltration sites as
required.
