Inspection Summary:
On July 1, 2022, Tricia Lowery with the Division of Water Resources conducted an Compliance Evaluation Inspection of
Willow Creek Collection System (WQCSD0197). Ryan Smith of Aqua Systems was present for inspection. Mr. Smith
oversees Willow Creek Collection System. The inspection consisted of two parts: 1) File review of collection system
records, and 2) field inspection of collection system.
Willow Creek is a private community collection system. Overall, the collection system is operated and maintained properly.
Records, map (in GIS) and logbooks are satisfactory. There are 8 pump stations and 2 HPL's in the system. The only item
of concern was: Manhole near WWTP. Mr. Smith is currently working with Willow Creek officials to clear overgrowth in the
right of way to manhole. It is very difficult for Mr. Smith to reach this manhole for inspection.

Comment: Spill response is satisfactory. No spills reported over the last 3 years. TriState is contracted to
camera lines annually. Subsurface is contracted to conduct line flushing of system annually.
All maintenance is documented. Additionally, Aqua Systems contract a company for root
control during the same time frame when TriState cameras lines.

Comment: Each pump station has a logbook kept at location. Review of logbooks during inspection are
satisfactory.

Only one place of collection system is difficult to reach. The manhole near WWTP has overgrowth that needs
to be cleared. Mr. Smith is currently working with community to resolve this issue.

Comment: There is one manhole to which Mr. Smith has difficulty reaching (manhole near WWTP). He
has tried to get community lawn maintenance to clear brush and debris near manhole (right of
way).

Comment: Pump stations are secured with generator at station. Logbooks are kept in good order. Pump
stations are inspected weekly as telemetry is installed on all 8 pump stations. Generators are
inspected appropriately. Pump contingency plans are posted at pump stations. Inspector
found no issues.
