Dear Mr. Benton,
On July 21, 2022, Gary Hudson of this office met with Tim Collins, Operator in
Responsible Charge (ORC), and Crystal Hutchens to perform a Compliance Evaluation
Inspection at the above referenced wastewater treatment plant. This type of inspection
consists of two basic parts: an in -office file review and an on -site inspection of the
treatment facility. The attached EPA inspection form details the areas that were evaluated
during this inspection.
The inspection of the facility was satisfactory. If you have any questions regarding the

*The Permit became effective January 1, 2019, and will expire on December 31, 2023.
* Although most of the equipment is very old, the WWTP appeared to be well operated and
maintained.
*Tim Collins WW-3 #27313 is listed as the ORC, and Stephen Hutchens WW-1 #1004292 is listed as
the BUORC. Mr. Collins started as ORC part-time in October 2021, and started full-time as the Public
Works Director in April 2022.
*Ms. Hutchens and Mr. Collins do a very good job with regards to keeping records.
*The Boonville WWTP consists of 3 separate package wastewater treatment plants running in parallel
operation.
*AII three of the aeration basins basins appeared to be operating properly.
*The chart recorder was repaired and calibrated on March 29, 2022, by Carolina Technical
Services. The daily flow is now reading correctly.
*The D.O. meter was repaired on January 1, 2022, with the replacement of the probe.
*At the time of the inspection there was not a thermometer in the effluent sampler, but Mr. Collins has
ordered one and it is now in the effluent sampler.
*The field certification is valid until December 31, 2022.
* The effluent leaving the WWTP was very clear on the day of the inspection.
*Most all of the violations from the 2020 inspection have been addressed. It was noted in a 2020
inspection report that the weir on the #1 plant were not level, and this discrepancy still needs to be
addressed. Mr. Collins was unaware of this issue and is in the process of leveling the weirs.
