Re: Minor Variance Application AND Stormwater Management & Mitigation Plan
For Lot 31 in Carriage Hills Subdivision, In City of Raleigh
Dear Ms. Chapman:
Ross W. Lampe, et al of Smithfield, NC plans to develop and/or sale Lot 31 in Carriage Hills
Subdivision. However, due to Neuse River Riparian Buffer Rules (enacted after the development
and recording of this subdivision) these Lots cannot be developed without approval of a Minor
Variance which is required to construct impervious surfaces within Zone 2 of the Buffer. Enclosed
herewith for your review are the following documents:
1) Variance Request Form for Minor Variances -signed by applicant; w/USGS Quad
Map as Required
2) Stormwater Management Plan - 2 Copies on Half-Size Plansheets (includes
summary of Applicant Mitigation Plan)
3) Drainage Calculations for Stormwater Management Devices -1 Copy
4) Grass Swale & Level Spreader Worksheets -1 copy each, initialed by applicant
5) Grass Swale & Level Spreader Operation/Maintenance Forms - 1 copy each, signed
by applicant and notarized
Please note that the "approach" to the Stormwater Management Plan is intended to capture runoff
from proposed impervious surfaces in Zone 2 of the buffer and direct it back outside of both zones,
making it diffuse for full buffer treatment prior to entering the stream. Additionally, a grass swale has
been used as the conveyance device which will offer additional treatment prior to runoff entering the
level spreader. Please see the detailed informational notes on the Stormwater Management Plan
and the supporting design calculations.
And finally, please note that the applicant has chosen to pay the required fee into the Ecosystem
Enhancement Program as his mitigation. The mitigation plan is described as follows:
1,950 ftz -Total Impact to Zone 2
x 1.5 -Multiplier for Zone 2 (15A NCAC 2B.0242 (3)(b))
2,925 ft2 -Total Adjusted Impact
x 0.96/ftz -Required Mitigation Fee Rate (15A NCAC 26.0242 (7)(a))
