Army Corps of Engineers, Regulatory Branch 3331 Heritage Trade Drive, Suite 105 Wake Forest, North Carolina 27587 SUBJECT- WRC Comments on 404 Application for Big Creek III Stream Restoration Project Big Creek, Stokes County Dear Mr Thomas The Resource Institute has requested a permit to restore 1,596 feet of Big Creek in the Dan River watershed Comments from the NCWRC on this application are offered for your consideration under provisions of the Clean Water Act of 1977 (33 U.S C. 466 et seq ) and Fish and Wildlife Coordination Act (48 Stat 401, as amended, 16 U.S C. 661- 667d). This project should not affect trout and the stabilization activities do not need to be avoided during the trout spawning moratorium. We do not recommend adding any special conditions to the permit However, we do suggest that the planting list be revised In particular, tall fescue and orchard grass are listed in the temporary and permanent seeding summary; these species are invasive and we do not recommend their use. Instead, we suggest planting with a native seed mix and an annual grain (e g , annual rye) that will serve as temporary erosion control.
