On behalf of Meredith and Scott Raney, please find enclosed updated figures for the 18 Pelican
Drive West Project located adjacent to Lees Cut / Intracoastal Waterway, Wrightsville Beach, New
Hanover County, North Carolina.
In consideration of NCDMF, NCWRC and NCDWR comments regarding the presence of shellfish
and the proposed bulkhead placement, a bulkhead realignment and oyster relocation is proposed.
The original plan proposed a replacement bulkhead an average of 7' waterward of the existing
location measuring approximately 59' long. Approximately 425 s.f. would be backfilled with
approximately 100 cubic yards of sand. Due to the presence of shellfish an updated bulkhead
alignment is proposed.
The updated proposed bulkhead will measure approximately 58' long and be installed 4'
waterward of the existing location. This will allow the proposed bulkhead to tie into the existing
eastern adjacent bulkhead that spans the next three lots (See Photo 1 in Attachment A). The
contractor left a corner intended for future joining (See photo 2 in Attachment A). This alignment
will maximize structural integrity for the proposed and neighboring bulkheads. The bulkhead
material will be naval style vinyl sheet pile with a wooden or vinyl cap. Installation method will
be vibration driven in instead of jetted to preserve substrate habitat. Approximately 220 s.f. will
be backfilled with approximately 41 cubic yards of sand. As evident in photos 3 and 4 in
Attachment A, oysters are predominantly located under the existing 19'-wide platform. Due to
approximately 70 s.f. of potential oyster bed impacts, relocation of existing live oysters to an area
with suitable substrate is proposed. Additionally, a 2' wide x 58' long Oystershell Bag Sill is
proposed immediately adjacent to the proposed bulkhead, creating 116 square feet of shoreline
stabilization and a reef structure for new oyster settlement and growth.
In summary, in consideration of, and to adequately address agency comments, the proposed
bulkhead alignment change represents a 48% reduction in impacts to oysters, minimal total
impacts (70 s.f. of oysters), provides the structural integrity advantage of tying into the adjacent
eastern bulkhead that spans three lots, incorporates vibration installation methodology to reduce
potential impacts to adjacent bottom habitat, relocates live oysters within the bulkhead
alignment, and provides suitable replacement structure for new oyster settlement and growth.
