G?UAL In response to your letter dated July 3, 2014, we would like to provide the following additional information for your review and consideration 1 Enclosed please find full size plan sheets showing both existing and proposed conditions 2 Proposed wetland and stream impacts are highlighted on the full size plan sheets 3 Avoidance and Minimization As stated in the application, the site plan is an expansion of an existing facility and the addition has been designed to make use of the existing graded building pad As this is an expansion to a factory facility, it is necessary to have the expansion occur adjacent to the existing manufacturing area of the building To locate the addition elsewhere would require a complete shutdown and relocation of the manufacturing components and would result in significantly higher costs. The loading docks are already located on either side of the building where product can quickly be moved to and from the manufacturing area The parking area in the rear is necessary for the tractor trailers that service the facility Moving the parking area to the west side of the building to avoid the wetland would increase impacts to the stream Parking on the east side of the building cannot be expanded due the location of the road which services the adjacent Georgia Pacific facility In order to minimize the impacts to Waters of the US to the maximum extent practicable, the applicant has proposed a 90' retaining wall, with an approximate cost of $25,000 In order to further minimize impacts to the wetland the wall would need to increase by approximately 225' in length and 5' in height The estimated costs of this wall would be between $75,000 and $100,000 and would avoid only an additional 1000 sq ft (0 02 ac ) of wetland impact and have no effect on the amount of stream impact The stream and wetland areas are both already impacted by an existing pipe directly downstream of the proposed impact area The costs of the additional retaining wall would be disproportionate to the minimization of impact, especially in light of the already impaired nature of the resource 4 Enclosed please find the agent authorization letter signed by Ron Bahat and dated 5/16/14 PO Box 3744 Greenville, SC 29608 r t trmult, lnt, In; August 6, 2014 5 Stormwater management plan In order to treat for 85% removal of total suspended solids, the applicant is proposing to utilize a proprietary technology from the BMP Manual designed by Contech Specific calculation sheets and design drawings are attached for your review In addition to the requested information, please note there was an error on Figure 4 of the original application A corrected Figure 4 is included as a replacement Please let me know if you have any questions about this submittal You can reach me at 864 - 271 -3040 or by email at laura @enviropermit com Sincerely, \- Laura Belanger Cc Eric Alsmeyer US Army Corps of Engineers 3331 Heritage Trade Drive Ste 105 Wake Forest, NC 27587 Mark Hester CH2M Hill 1500 International Drive Spartanburg, SC 29303 Ron Bahat 555 Northpark Drive Roxboro, NC 27573 PO Box 3744 Greenville, SC 29608 PROPERTY LEGAL DESCRIPTION LOT NO.
