PROPOSED PROJECT: Applicant proposes to construct a total of 768 linear feet of bulkhead for shoreline stabilization and construct two identical piers, each 5' x 50' long with a 16' x 20' T -head platform. The, campground is developed around 5 different man made canals connected to the Pungo River. The development proposed in this application is located, in part, on three of the canals and Pungo River on `the, northwest corner of the campground between and or adjacent the campground roads Rock Lane and Herring Run. The most popular campground amenity is boating access afforded by the two existing boat ramps, one of which is located at the end of Herring Run Lane. Also off Herring Run Lane is a common area with a covered picnic shelter that fronts the Pungo River. The project site, where the proposed development is to occur, consist of uplands ±2.5 to 3' above the normal water level (NWL) of the canals and river. The uplands are vegetated with maintained lawn grasses ,and scattered hardwood trees. There are no wetlands in this part of the campground., The campground roads accessing the common areas and camp sites are compacted gravel and or compacted soil. The shoreline along the Pungo River in this location has a existing vinyl bulkhead that ends at an existing riprap revetment consisting of assorted masonry debris. There has been some minor erosion landward of the revetment. The riprap revetment wraps around the river shore and into the three different canals for a short distance. The main erosive force in this area is from boat wakes due to the short fetch ( ±300') in the river. The canal shorelines are not hardened with the exception of those areas around their confluence with the Pungo River and short stretch of bulkhead on the south side of the canal next to the boat ramp off Herring Run Lane. Also, at the time of this application, CAMA General Permit no. 62925 -B issued on 8 July 2014 authorized the construction of 500 linear feet of bulkhead along the north side of the canal at the end of Herring Run Lane beginning at the boat ramp following the shoreline to the Pungo River turning north along the Pungo River then east up the canal on the north side of the campground. This ,section of bulkhead is currently under construction. Water depths in the Pungo River at the project ,site deepen quickly ash you move offshore ranging from 16' to 18' deep 50' waterward of`the NWL. The Pungo River is designated as SC NSW by the Environmental Management Commission and as Inland Waters by the Wildlife Resources Commission at this location upstream of the 'HWY 264 bridge. This area of the Pungo River is closed to shellf shing. Project Description The applicant proposes to construct three different sections of bulkhead totaling 768 linear feet in addition to the 500' authorized by-the aforementioned CAMA General permit. The first section is 288 linear feet to be constructed at the end of Rock Lane from an existing vinyl bulkhead corner running north for 208' along the , Pungo River then east for 80' up a man made canal ending at an existing- campsite with a small dock. The bulkhead alignment is to be e landward of the existing nprap revetment at or above the NWL The next section is to be 300' long beginning in the canal between Rock Lane and Herring Run Lane wrapping around the Smithwick Properties LLC MVgan,Made Canal and Pungo River Hyde County Page two peninsula and into the canal supporting the existing boat ramp at, the end of Herring Run Lane and will tie 'into an existing bulkhead next, to the boat ramp The bulkhead alignment for this section will also be landward of the existing riprap fevetment• at or above the NWL. The last 180 linear feet of proposed bulkhead construction is to be located in the northern most canal beginning at, the section of bulkhead currently' under construction authorized by the aforementioned CAMA General permit continuing to the end of the canal. The alignment, for this section of bulkhead will also approximate the NWL of the canal. The bulkhead height will be 4' from the river or canal bottom to the top of the wall. The bulkhead will be constructed using 8' long'vinyl sheets driven in place by a hydraulic hammer on an excavator. -The - applicant also proposes to construct two - 5' wide x 50' long observation piers with a .16' x 20' T -Head platform one on, each of the two common areas, one located at- the -end of Rock Lane and the other at the end of Herring Run Lane. The pier" pilings will also be driven in place by a hydraulic hammer on an excavator operating from:a barge. Anticipated Impacts The bulkhead construction and backfilling activities will disturb 15,368 ft' of uplands. The piers will shade 640 ft' of Pungo River bottom. There will be some short term localized turbidity during the pier and bulkhead construction. We are located off Hwy 45 N in the Ponzer Community. We have several manmade canals along/adjacent,to the, Pungo River in Hyde County, North Carolina, near Belhaven. This is an area of,shoreline, mainly along the Pungo River that has an existing Rip Rap revetment constructed with broken concrete. We would like to remove this revetment and replace it with a vinyl bulkhead. We would also,like to construct a vinyl bulkhead in the manmade canal system near our existing boat�ramp. In total we would like to construct 768' of bulkhead. The bulkhead alignment will approximate the normal water level as much as possible.
