Permit NCG060000 Valley Proteins — Wadesboro Division, NCG060144 Anson County Dear Mr. Hodges: On May 26, 2022, a site inspection was conducted for the Valley Proteins, Inc. facility located at 656 Little Duncan Road, Anson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Mr. Ryan Kirby, Wastewater Manager and Ms. Melanie Tucker, Environmental Health and Safety Manager were also present during the inspection and their time and assistance is greatly appreciated. A follow-up inspection of Outfall 1 also occurred on July 28, 2022. Mr. Matt Haynes, Manager of Environmental Affairs for the U.S. Eastern Region, Mr. Hal Davis, Regional Vice President and Mr. Mike Craumer, General Manager were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCGO60000 under Certificate of Coverage NCG060144. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Hurricane Creek, class C waters in the Yadkin River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG060000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Compliance Evaluation Reason for Visit: Routine Inspection Summary: Melissa Joyner met with Mr. James Hodges, Environmental Manager, Ms. Melanie Tucker, Environmental Health and Safety Manager and Mr. Ryan Kirby, Wastewater Manager at the Valley Proteins - Wadesboro Division facility. She was informed that Valley Proteins, Inc. had been recently bought out by Darling Ingredients and that the Name/Ownership Change form had been submitted. Melissa reviewed the Stormwater Pollution Prevention Plan (SPPP), which appeared orderly. On the General Location Map, the two creeks located near the facility should be shown/labeled. The Solvent Management Plan should include the information found in General Permit NCG060000, under B-10.(a) an annually updated and quantified inventory of solvents present on site during the previous three years. The Analytical and Qualitative Monitoring records were reviewed. It was recommended that during future facility inspections that inspections of the berms be included. The facility grounds, including the three outfalls and the Best Management Practices were inspected. Near Outfall 1, there was an apparent on -site water body, which appeared to have residue on its surface. Issues occurring near Outfall 1 were discussed. The water draining to this outfall was to be treated by an oillwater separator prior to discharge. Recent rain events had caused an overflow of water entering the drain so that untreated water had apppeared to impact the apparent water body. A follow-up inspection of Outfall 1 occurred at the facility on July 28, 2022. Melissa Joyner and Mike Lawyer met with Mr. Matt Haynes, Manager of Environmental Affairs for U.S. Eastern Region, Mr. Hal Davis, Regional Vice President, Mr. Mike Craumer, General Manager and Mr. James Hodges, Environmental Manager. It had been determined that the water body near Outfall 1 was not a true water body, but was water in a ditch that was flowing to a spray field and/or into a wooded area. At the time of this inspection, additional stabilization had occurred with riprap and seed and mulch, near Outfall 1, on adjacent side slopes, including the ditch. No residue was observed on the water in the ditch. The facility was deemed to be in compliance with the conditions of General Permit NCG060000.
