After further discussion with management on the issue,we believe that it would in fact be possible to permit R-2501 C
separately as a NWP 14 given the small number of impacts to waters of the U.S. along the existing corridor, provided
that R-2501 C does in fact have logical termini, and that R-2501 C does not dictate the location of, or drive future
impacts to waters of the U.S. associated with the new location corridors of the remaining R-2501 project.
