A letter of request for Authorization to Construct was received September
19, 1984, by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of a .010 MGD wastewater treatment facility consisting
of a dual 18.5 GPM influent pump station with an on -off alarm system, a bar
screen, a 10,462 gallon aeration tank, an 1,800 gallon clarifier, a chlorinator,
a chlorine contact tank, a dechlorination and aeration tank, a recording flow
measuring system, piping, fittings, electric power, and appurtenances to serve
twenty-four (24) one (1) and two (2) bedroom Golf Villas in the Seven Devils -
Valley Creek Development.
This Authorization to Construct is issued in accordance with Part III
paragraph C of NPDES Permit No. NC0058891 issued August 1, 1984, and shall be
subject to revocation unless the wastewater treatment facilities are constructed
in accordance with the conditions and limitations specified in Permit No.

In event the facilities fail to perform satisfactorily in meeting:We
NPDES permit effluent limits, Kent -West, Partnership shall take such immediate
corrective action as may be required by this Division, including the construction
of additional wastewater treatment and disposal facilities.
