The overall nroiect includes the construction of an elementary school building, associated parkin
areas and access roads. The developed portions of the site will require ading with excavators
track-hoes, bull-dozers and other heavy equipment.

Durham/Durham/Sherron Road -From Interstate 40/85 in Durham. Get off on Exit 178. Mere onto U.S.
70 Bypass East. Go 5 miles. Turn left onto Mineral S~rin~s Road. Go 0.2 miles. Turn right onto Sherron
Road. Go approximately one mile. The site is on the right side of the road.

Yes, Durham is holding up the project because they need a NC DWO Letter/Map showing the point where
Neuse River Buffers must be applied. It was my understanding that this had taken place and I observed fla s ig n the
field at the location that the DWO was requiring buffers. The Coros has verified the site and concurred with the
DWO flags that were located at an apparent nick point (groundwater discharge point). The Corps has already deemed
the area up gradient of the flags as ephemeraUnon jurisdictional. The Corps and DWO have already issued permits
for the site. The purpose of the request is to satisfy Durham so that the project can proceed and will not have further
delay.
This form must be submitted via email (c/o 401 express ,ncmail.net~ faxed (919-733-6893) or hand-delivered to the
Parkview Building, 2321 Crabtree Blvd. Suite 250, Raleigh, NC 27604. Applicants who are selected to participate in
the Express Review Program will be notified via fax within 2 days. Successful applicants will then be instructed

regarding detailed procedures for full application (,IVote.• Submittals of the renew packages on Friday after 12:00 pnr
will be stamped as received on the next business day).
