I just tried to call you, but am having some issues on my end with the phone line. I just got off the phone with Ron Shaw and we discussed the issues at bridge 29 Randolph. Initially, I told them they needed to remove ALL the small material, install a turbidity curtain below the permitted causeway,get larger rock for the causeway and provide me with pictures in advance of installing, and leave the 10 foot corridor open as permitted. They agreed with everything except removing all of the material from around the pipes and want to encapsulate that material with larger rock.Their reasoning was that the material is no longer dirty and to not disturb the streambed more than necessary,which it doesn't really matter if the river washed the rock or not (it is still undersized); but I agree with the latter, as to not disturb the stream bed any further than necessary. But now that I think about it they could just pull the edges of the filter fabric up to get that material out... The filter fabric definitely needs to be underneath any fill material regardless of size. It is a regional general condition of the Nationwide permits. Also,with regard to the lost material from the causeway site:As previously discussed, it is probably best to wait until the water level recedes in order to determine the amount of material lost, and the best course of action to retrieve it. Additionally,the contractor and NC DOT need to be aware of any potential future rain events and prepare the site against any possible erosion. The causeway needs to be stable and constructed of sufficient sized material in order to withstand rain events such as last weekend.The watershed is extremely flashy as you well know,the topography in that area is relatively steep, and this has been a wet year. We are projected to have another wet weekend. The contractor will need to come up with a plan on how they propose to execute the corrective measures. It doesn't have to be an engineered drawing, but we will need a narrative and some sort of plan showing how they plan to place the larger rock. Hope this helps. I would like to have something in writing now to show the contractor to help facilitate his start to making the corrections and cleanup. The Division has already written a letter to the contractor to start the repair, but a statement from the Corp confirming you desire to have them to remove all of the unsuitable material would help reinforce our position. He said that the stone moved about 50 to 75ft downstream. He has already ordered the contractor to remove the stone by hand using buckets.
