Project Information and Prior Project History 3. Project Description 3d. Explain the purpose of the proposed project. Maintenance dredging around the sheet pile structure and within the settling chambers to remove accumulated sediments and provide adequate flow of river water to the fire pumps. The area surrounding the fire pump house will be dredged to a required depth below Mean Water Low (MWL) in order for the fire pump intakes to operate properly The Bldg. 85 pump house functions to pump water from the river, which is piped to the fire protection system serving the eastern portion of the base. Reliable operation of the fire pumps is critical to life and safety at the base 3e. Describe the overall project in detail, including the type of equipment to be used- The project involves mechanical dredging around the sheet pile structure and within the settling chambers at Bldg. 85 to a maximum depth of 8 feet below MWL (includes one foot over dredge). This dredge depth will not exceed historic dredge depths at Building 85 The calculated dredge volume for Building 85 is 815 cubic yards The proposed dredge area will be closed with an impermeable floating turbidity curtain with a weighted bottom edge. The NCDENR Division of Coastal Management issued an approval letter on October 24, 2003. This proposal involves removing no more than 1000 cubic yards of material from the Station Pier by the hydraulic method. A diked containment area will be constructed as part of the project. A silt fence will surround the diked area A turbidity control system will be provided for the dredge area, disposal area, and disposal discharge area. The turbidity control system shall comply with the requirements of the State of North Carolina, Division of Water Quality. The dredge, materials will be disposed of In the diked containment area and spoiled on site in the designated materials spoil area. The diked containment area and dredged materials spoil area are located outside of 75 feet of the Pasquotank River There will be no dredging from February 15 to September 30 due to the dredging moratorium. Based,on this office's review, as long as your project is conducted in accordance with your September 22, 2003, correspondence and the attached work plans, the project is consistent with T15A NCAC 07H.1500 — General Permit for Excavation within or connecting to existing canals: channels: basins* or ditches in Estuarine Waters: Public Trust Waters and Estuarine Shoreline AEC's. At this time, consider this letter as authorization from the North Carolina Division of Coastal Management to proceed with your project.
