This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Permit No. WQ0018857. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". The most recent permit was effective starting May 5, 2017 and expired April 30, 2022. A permit renewal request has been received by DWR and is currently being evaluated. The system allows for the operation of a 4,200 gallon per day conjunctive reclaimed water utilization system. It consists of a 10,000 gallon pump tank; two 80 gallon per minute (GPM) irrigation pumps; a totalizing flowmeter; a continuous turbidimeter; approximately 6,600 linear feet (LF) of 4-inch reclaimed water force main; approximately 540 LF of 3-inch force main; approximately 1,480 LF of 2-inch force main laterals; a 2.81 acre of spray irrigation area with 27 fixed 10.6 GPM sprinkler nozzles; and all associated piping, valves, controls, and appurtenances. 1. At the time of the inspection, there was no power to the irrigation field, preventing the spray field from being inspected. Section I1I.1 of your permit states "The reclaimed water utilization facilities shall be properly maintained and operated at all times." Within 30 days, please respond in writing explaining what actions will be taken, and when, in order to bring the facility into compliance. Please explain how often your facility uses the spray field, or if they do not use it, the reason they do not use it. 2. During the inspection, there were no records available for review by the inspector. Calibration records shall be maintained at the facility for a period of no less than five years". 15A NCAC 02T .0507 states "Irrigation and metering equipment shall be tested and calibrated annually or as established by permit." Please ensure that the metering equipment is annually calibrated. 3. Section 1V.7 of your permit states "A maintenance log shall be maintained at this facility." Please begin to keep a record of all maintenance on the non -discharge system. This letter is being sent as a Notice of Violation due to compliance issues cited in items 1-3 above. Within 30 days of receipt of this letter, please respond in writing to items 1-3 describing the actions the Town of Macclesfield will take, or have taken, to resolve the noted issues.
