The existing 35' long by 25' wide concrete deck on timber joists will be replaced with a 55' long by 33' wide cored slab bridge at the same location. No deck drains are proposed, all stormwater will be directed via shoulder berm gutter into a 2G1 which discharges into an existing roadside ditch 12' outside of buffer zone 2. All runoff from the roadway that is not captured by the drainage system is treated by the vegetated road shoulders and ditches before entering the stream. An effort to meet grass swale requirements was made for all proposed ditches, however due to site specific limitations and large amounts of offsite drainage grass swale treatment lengths for the offsite drainage areas were not met. Division Bridge program Manager, NCDOT FROM: Travis Wilson, Highway Project Coordinator Habitat Conservation Program DATE: August 29, 2013 SUBJECT: Division 2 Bridge Replacements Biologists with the N. C. Wildlife Resources Commission (NCWRC) have reviewed the information provided and have the following preliminary comments on the subject project. Our comments are provided in accordance with provisions of the National Environmental Policy Act (42 U.S.C. 4332(2)(c)) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661- 667d). Our standard recommendations for bridge replacement projects of this scope are as follows: 1. We generally prefer spanning structures. Spanning structures usually do not require work within the stream and do not require stream channel realignment. The horizontal and vertical clearances provided by bridges allows for human and wildlife passage beneath the structure, does not block fish passage, and does not block navigation by canoeists and boaters. 2. Bridge deck drains should not discharge directly into the stream. 3. Live concrete should not be allowed to contact the water in or entering into the stream. 4. If possible, bridge supports (bents) should not be placed in the stream. 5. If temporary access roads or detours are constructed, they should be removed back to original ground elevations immediately upon the completion of the project. Disturbed areas should be seeded or mulched to stabilize the soil and native tree species should be planted with a spacing of not more than 10'x10'. Clearing the area with chain saws, mowers, bush -hogs, or other mechanized equipment and leaving the stumps and root mat intact, allows the area to revegetate naturally and minimizes disturbed soil. 6. A clear bank (riprap free) area of at least 10 feet should remain on each side of the steam underneath the bridge. 7. In trout waters, the N.C. Wildlife Resources Commission reviews all U.S. Army Corps of Engineers nationwide and general `404' permits. We have the option of requesting additional measures to protect trout and trout habitat and we can recommend that the project require an individual '404' permit. 8. In streams that contain threatened or endangered species, NCDOT biologist should be notified. Special measures to protect these sensitive species may be required. NCDOT should also contact the U.S. Fish and Wildlife Service for information on requirements of the Endangered Species Act as it relates to the project. 9. In streams that are used by anadromous fish, the NCDOT official policy entitled "Stream Crossing Guidelines for Anadromous Fish Passage (May 12, 1997)" should be followed. 10. Sedimentation and erosion control measures sufficient to protect aquatic resources must be implemented prior to any ground disturbing activities. Structures should be maintained regularly, especially following rainfall events. 11. Temporary or permanent herbaceous vegetation should be planted on all bare soil within 15 days of ground disturbing activities to provide long -term erosion control. 12. All work in or adjacent to stream waters should be conducted in a dry work area. Sandbags, rock berms, cofferdams, or other diversion structures should be used where possible to prevent excavation in flowing water. 13. Heavy equipment should be operated from the bank rather than in stream channels in order to minimize sedimentation and reduce the likelihood of introducing other pollutants into streams. 14. Only clean, sediment -free rock should be used as temporary fill (causeways), and should be removed without excessive disturbance of the natural stream bottom when construction is completed. 15. During subsurface investigations, equipment should be inspected daily and maintained to prevent contamination of surface waters from leaking fuels, lubricants, hydraulic fluids, or other toxic materials. If corrugated metal pipe arches, reinforced concrete pipes, or concrete box culverts are used: The culvert must be designed to allow for aquatic life and fish passage. Generally, the culvert or pipe invert should be buried at least I foot below the natural streambed (measured from the natural thalweg depth). If multiple barrels are required, barrels other than the base flow barrel(s) should be placed on or near stream bankfull or floodplain bench elevation (similar to Lyonsfield design). These should be Bridge Memo Page 3 August 29, 2013 reconnected to floodplain benches as appropriate. This may be accomplished by utilizing sills on the upstream and downstream ends to restrict or divert flow to the base flow barrel(s). Silled barrels should be filled with sediment so as not to cause noxious or mosquito breeding conditions. Sufficient water depth should be provided in the base flow barrel(s) during low flows to accommodate fish movement. If culverts are longer than 40 -50 linear feet, alternating or notched baffles should be installed in a manner that mimics existing stream pattern. This should enhance aquatic life passage: 1) by depositing sediments in the barrel, 2) by maintaining channel depth and flow regimes, and 3) by providing resting places for fish and other aquatic organisms. In essence, base flow barrel(s) should provide a continuum of water depth and channel width without substantial modifications of velocity. 2. If multiple pipes or cells are used, at least one pipe or box should be designed to remain dry during normal flows to allow for wildlife passage. 3. Culverts or pipes should be situated along the existing channel alignment whenever possible to avoid channel realignment. Widening the stream channel must be avoided. Stream channel widening at the inlet or outlet end of structures typically decreases water velocity causing sediment deposition that requires increased maintenance and disrupts aquatic life passage. 4. Riprap should not be placed in the active thalweg channel or placed in the streambed in a manner that precludes aquatic life passage. Bioengineering boulders or structures should be professionally designed, sized, and installed. In most cases, we prefer the replacement of the existing structure at the same location with road closure. If road closure is not feasible, a temporary detour should be designed and located to avoid wetland impacts, minimize the need for clearing and to avoid destabilizing stream banks. If the structure will be on a new alignment, the old structure should be removed and the approach fills removed from the 100 -year floodplain. Approach fills should be removed down to the natural ground elevation. The area should be stabilized with grass and planted with native tree species. If the area reclaimed was previously wetlands, NCDOT should restore the area to wetlands. If successful, the site may be utilized as mitigation for the subject project or other projects in the watershed. Beaufort MCS Funding: ® State ® Yes ❑ No Permit Type: NWP3 ❑ Federal Project Description: This project proposes to replace Bridge 150, which carries SR1530 (Baseline Rd) over Fork Swamp in Beaufort County, North Carolina. According to the environmental input request, the undertaking involves the in place replacement of the structure along the existing alignment, thereby minimizing potential surface and subsurface disturbances at this location. An off -site detour route (SR1530 to SR1529 to SR1530) is anticipated. The archaeological Area of Potential Effects (APE) is centered upon Bridge 150 and measures 600ft in length (300ft from each bridge endpoint) and 150ft in width (75ft from each side of the SR1530 center - line). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The project area is located in the north - central portion of Beaufort County within the small Pinetown community, immediately east of the J & W Dismal Swamp and west of NC32. Fork Swamp constitutes a second order stream flowing west to east beneath the bridge structure. The general project location is characterized by low elevation, poorly drained ground surfaces at 25ft - 30ft AMSL and by impacts associated with the construction of SR1530, and its associated t- junction with SR1528. Other residential and modern landscape disturbance elements dominate the higher elevation areas beyond the northern and southern APE boundaries. First, construction design data and other pertinent project information were examined for determining the character and extent of potential impacts to the ground surfaces surrounding Bridge 150. Once an APE was defined, a map review and site file search was conducted at the Office of State Archaeology (OSA) on Friday, October 25, 2013. This background work determined that one previously documented archaeological site (31BF275) is situated a few hundred feet east of the SR1530/SR1528 road junction. The NC Archaeological Site form contained scant information pertaining to the resource. Recorded in 1968 by UNC -RLA, the site was in agricultural at the time of survey and erosion was evident. No cultural affiliations or artifacts are listed on the site form. However, monitoring and test excavations were recommended to determine NRHP eligibility. While no site size is listed, the OSA map demonstrates a rather sizeable dimension. The presence of this prehistoric resource in close proximity to the Bridge No. 150 locale clearly demonstrates that this entire general area of higher elevation, well- drained upland flats fronting Fork Swamp was occupied /inhabited /visited throughout various episodes of antiquity. It is highly unlikely that 31BF275 extends a few hundred feet to the west and into the APE. This is predicated on the professionalism of UNC -RLA archaeologists who defined the original boundaries of the site. Had any other cultural resources, historic or prehistoric, been present in the immediate vicinity of 31BF275 or the bridge location, the 1968 survey /investigation would have likely captured those locations as well. An inspection of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing resources available on the NCSHPO website evidenced an absence of these historic resources within the project area. In addition, historic maps of Beaufort County were appraised for former structure locations, land use patterns, or other confirmation of historic occupation in the Bridge 150 vicinity and archaeological /historical reference materials were inspected as well. I of 2 Project Tracking No.: general, the cultural background review established an absence of NRHP listed properties, archaeological sites, or cemeteries within the APE. Based solely on cultural - historical factors, the APE is considered to have a moderate potential for the recovery of prehistoric artifacts, features, or deposits based on the adjacent location of site 31BF275. Further, topographic, geologic, environmental, and NRCS soil survey maps (Me, La) were referenced to evaluate pedeological, geomorphological, hydrological, and other environmental determinants that may have resulted in past occupation at this location. Aerial photographs ( NCDOT Spatial Data Viewer) and the Google Street View map application (when amenable) were also examined /utilized for additional assessment of localized disturbances, both natural and human induced, which compromise the integrity of archaeological sites. Although ecological factors do suggest a heightened archaeological site potential in the southern project quadrants, numerous modern disturbances would have destroyed and invalidated any near - surface archaeological remains within the APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The project APE contains no NRHP listed historic properties, previously documented archaeological sites, or cemeteries. The majority of the APE and project area is distinguished by frequenly flooded and poorly drained Muckalee loam soils. The existing SR1530 right -of -way through the APE is uptrended through the utilization of fill materials. Ground surfaces beyond the ROW are marginal and unfit for human settlement and occupation. Since this in -place bridge replacement proposes no alteration of the surrounding land surfaces, intact, significant archaeological resources are very unlikely to be affected. No further work is recommended for this state - funded NCDOT Division 2 bridge replacement project. SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW Description of review activities, results, and conclusions: Review of HPO quad maps, relevant background reports, historic designations roster, and indexes was undertaken on November 14, 2013. Based on this review there are no NR, DE, LL, SL, or SS in the project area. There are three parcels with structures in the APE. All appear to be less than 50 years of age, though Google Streetview shows just two of the properties, 133 Main St is a late 1970s ranch house, and the Pinetown Ruritan Club appears to be a modified manufactured home. The third property is the Pinetown Volunteer Fire Department. There are no properties in the APE which are National Register eligible. Why the available information provides a reliable basis for reasonably predictin-C that there are no unidentified significant historic architectural or landscape resources in the project area: Using HPO GIS website and the Google Streetview website provides reliable information regarding the structures in the APE. These combined utilities are considered valid for the purposes of determining the likelihood of historic resources being present.
