WBS # 17BP.I.R.50 The North Carolina Department of Transportation is requesting the issuance of a NW 3 and NW 12 pen-nit, along with the corresponding DWQ 401 certifications for the replacement of Low Impact Bridge # 16 over an unnamed canal on US 264 in Dare County. The bridge is located on US 264 approximately 8.3 south of the intersection with US 64. The bridge spans a manmade Canal, which is within the Pasquotank Basin, draining to the Pamlico Sound 1.5 miles to the east. The Canal carry's the same classification as the receiving water, which is classified by DWQ as class "SA, HQW" waters. There is a flood control structure located downstream, which is managed by the USFWS. Bridge # 16 is currently a three -span wood structure with a concrete deck supported by three interior bents with concrete caps on timber piles. The existing structure is 53 ft. long by 26 ft. wide. This structure will be entirely removed using NCDOT's BMP's and guidelines for bridge removal. The uroposed bridge will be replaced along its existing alignment. The new bridge will be a single span structure totaling, 70' in length by 33' wide. It will be comprised of a precast concrete deck and bents. Jurisdictional wetland and surface water impacts have been avoided and minimized. The resulting permanent impacts are 0.055 acres of 404 wetlands, resulting from minor roadway widening. There will be 0.033 acres of temporary hand clearing 404 wetland impacts associated with road shoulder work. There will be 0.001 acres of coastal wetland impact, associated with road shoulder widening and 0.026 acres of temporary coastal wetland hand clearing. All the temporary hand cleared areas will be allowed to revert back to the current vegetated state. The wetland impact areas are located and detailed on the permit drawings. "There will be no deck drains located on the bridge. Storm water has been routed to outlet located outside the canal on the south end of the project. Traffic will be maintained on -site by the use of stage construction and temporary lane closures. This bridge is following the Low Impact Bridge Process established by FHWA, NCDOT and Regulatory Agencies. Included with this letter 4rc the location map, permit drawings, and Low Impact Data Sheet.
