Project Information and Prior Project History 3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application The�site is'mostly wooded with two open areas that,are maintained regularly- The,site contains two, forested natural communities comprised by an upland hardwood forest and a bottomland forest. Additionally, part of the site is maintained landscape and disturbed land Th&site has gently sloping to steeply sloping topography along the shoreline of Lake Wylie with a nearly level floodplain along Abbey Creek to Lake Wylie. Near the northern end of the site Abbey Creek flows beneath Old Highway 7 in a double box culvert. There are no other streams on the property. A stormwater culvert is present near the southern portion of the site, running from beneath Catawba Road to Old Highway 7 before exiting on the slope above the shoreline. No channel is associated with the stormwater culverts on.the site. 3e Explain thepurposedof the proposed project The purpose of the prolectis to develop a park with a vehicle parking area, a restroom building, playground, amphitheater, boardwalk, fishing pier, walking trails and picnic shelters. 3f Describe the overall project in detail, including the type of equipment to be used Development of the park is part of a master, plan recreational project that,includes improvement to existing and new access points to Lake Wylie The Riverfront, Park includes a pier with a gazebo at'the end that also connects to a canoe launch deck. ADA access to this pier is required per the United States Access Board. As a result, longer winding walks that fall within the steepest areas of the sight, are required in order to meet minimum longitudinal slopes. These steep areas along the banks of'the waters are also entirely within the 50' riparian buffer per the Catawba River Basin rules. Construction of the walks includes retaining walls in order to minimize impacts to the banks and the walks' avoid the steepest portions of the banks where possible. Typical construction equipment for performing site work is anticipated. WDICKSON 6b Is this a phased project? If yes, explain The only phasing that occurs on the project is for the construction of the actual pier. Approval of the access point to Lake Wylie through the Duke Energy Shoreline Management Guidelines has a long lead time and as such it will be constructed towards the end of the project construction timeline Construction of the pier will be a part of this project bid D. Impact.Justification and Mitigation 1a Specifically describe measures, taken to avoid or minimize the proposed impacts in designing1he project 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques The following impacts are shown on the included Buffer Impact Exhibit map Bl — Buffer Impact Zone 1 & Zone 2 This impact is a result of providing a plunge poolilevel spreader that is used to slow the velocity of the Q25 design storm from a storm sewer that, collects drainage from a parking area as well as portions of,the -site trails and picnic areas. Velocity'in the channel before it hits the plunge pool is already less than 3fps, which is considered non - erosive to a grass lined channel The flow enters the 70' long plunge,pool and overflows from the broad crested weir that will be constructed at the top' of bank. The Q25 storm event overtops this weir by less than 0.2' spread across the full 70' length. Immediately downstream of the weir as the. runoff flows down the embankment, the flow is less than 0 T' in depth with a non - erosive velocity of 3.2fps. Construction of°this plunge pool/level spreader will occur along`the top of the embankment and along the edge of the existing line of vegetation which made this the best option for providing diffuse flow at non-erosive' velocities with minunizing impact in mind. 82 — Buffer Impact Zone 2 This impact is a result of providing improvements to an existing outfall with the installation of a flared end section and a rip -rap protection outfall per the NCDENR Erosion Control Manual The length of the stone pad required forces the relatively small impact to th&Zone`2 buffer in this area A significant increase in flow to this existing culvert is'-not anticipated as net increase in impervious area flowing to the culvert is minimal. A large portion of an upstream parcel flows to and through the park site from an existing culvert that crosses Catawba Street. Improvements to the culvert outfall that extend into the buffer will help keep the area stabilized. WD ICKSON B3 — Buffer Impact'Zone 1 & Zone 2 This impact is a result of `providing a greenway access trail to the proposed fishing pienand canoe launch. Specific language from the United States Access Board requirements on accessible routes includes the following: " ADAAG requires that at least one accessible route connect accessible buildings, facilities, elements and spaces on the site. Accessible fishing piers and platforms, and other accessible spaces and elements within a fishing facility must also.be connected' by an accessible route. The accessible route must comply with ADAAG provisions for the location, width (minimum of 36 inches), passing space, head room, surface, slope (maximum of 1:12 or 8 33 %), changes in level, doors, egress, and areas of rescue assistance, unless otherwise modified by specific provisions outlined in this guide." The location of the winding access trail is set based on minimizing impacts to the steepest portions of the existing embankment (as labeled in the Buffer Impact Exhibit). This is done to minimize larger retaining walls than those that are already required to make the trail ADA accessible. Once the steep embankment,slopes are avoided by pushing,the trail further down the embankment (and in to Zone 1 of the buffer), it is not practicable to wind the trail back out of Zone 1. of the buffer' to, go back uphill. This all occurs in the vicinity of the "steep slopes' label shown on the included Buffer Impact Exhibit. The 8' sidewalk width is based on a minimum width established of two ADA travels lanes that are 3' wide plus an additional 1' on each side to act as a buffer area to the steep drop offs and walls at the edge of the walks Based on engineering judgment for safety of ADA °users, we have used the 8' wide sidewalk along the embankments within the buffer The plans show double row silt fence downstream of all impacts that,occurs within the buffer areas. The location of these - fences establishes the lower limits of the areas shown on the Buffer Impact Exhibit. B4 — Buffer Impact Zone 1 & Zone 2 This impact is a result of providing a greenway access trail to the proposed fishing pier and canoe launch. To complete the recreational walkway loop, the walk is extended at ADA slopes to back behind the amphitheater up to the proposed cul -de- sac turnaround. Justification within section B3 above related to Zone 1 impacts and walkway widths also apply to this impact. In addition, a, raised boardwalk is shown W®ICKSON -for about half-the area of the Zone 1 impact for B4. This will help minimize permanent disturbance of the buffer. B5 — Buffer Impact -Zone 2 This Zone 2 impact is considered to be exempt here as only minor grading is occurring to tie out proposed trail,grades Only sheet flow is anticipated in the area Silt fence is proposed for erosion control E.
