Dear Christy:
To further advance solar energy generation within North Carolina, Shankle Solar Center, LLC is
planning to install a 4.99 MW fixed tilt solar PV project within the Shankle Site (Hoke County, NC).
This project will help Duke/Progress Energy achieve their renewable energy installation targets. At
this time, project construction is scheduled to start in September of 2014.
The project will require approximately 29,000 PV modules, as depicted on the attached site plan.
These modules will be installed on racking equipment mounted on steel piles driven into the ground.
After clearing and grading the site, the steel piles will be installed. Please note that some of the pilings
will be installed within RPWs. It is our understanding that the installation of pilings within an RPW is
not a regulated activity. After the piles are in place, the racking equipment will be mounted on the
piles between 2.5' to 7.5' above ground (see attached figure). The PV modules will then be mounted in
rows on the racking equipment. Underground cabling will connect the modules to combiner boxes, and
the combiner boxes will be connected via separate underground cabling to the inverters, which convert
the generated electricity from direct current to alternating current.
In addition to the structures described above, several access roads will be needed throughout the site.
These roads will cross RPWs in two locations and will permanently impact a total of 0.025 acre of
Waters of the US. On behalf of the applicant, we request the issuance of a NWP 14 for this impact.
Because no wetland impacts are proposed and impacts are under 0.1 acre, it is our understanding that a
PCN is not required. The applicant for this project is:
