Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application The corridor for the proposed infrastructure varies from being a bottomland hardwood forested to a grass
nght -of -way, with intermittent driveway crossings and utility easements An existing conditions map has been provided
for detail, please see Existing Conditions sheet 1 The land use in the vicinity consists of rural residential with the
Amencan Tobacco Trail to the north, US Army Corps of Engineers (USA CE) property at White Oak Creek and the
Apex/Cary Water Treatment Plant to the south

The wetland & stream delineation consisted of evaluating a corridor 50' beyond the edge of pavement from the north side
of the USA CE property down to the Apex/Cary Water Treatment Plant, on the east side of Wimberly Road The
construction corridor was then determined The onlyjurnsdictional wetlands that are present are identified and shown on
the existing conditions maps and are within the easement on the USA CE property There is a total estimated acreage of
0 024 acres of wetlands within the project boundaries

The purpose of this project is to provide a regional pump station, sanitary sewer and water to the White Oak Creek
drainage basin

The proposed regional infrastructure will consist of the White Oak Creek Sewage Pump Station, a 16 -inch force main and
12 -inch water potable water line that will connect south of the Apex/Cary Water Treatment Plant along Wimberly Road In
addition, there is a proposed 18 -inch gravity sewer line and a 12 -inch potable water line crossing the USA CE property to
the north, terminating on the north side of an existing 50' Colonial Pipeline Gas Easement The easement(s) through the
USA CE property will overlap in order to minimize construction impacts through the USA CE property, both the sanitary
sewer and water line will utilize the bore & hack construction method when crossing White Oak Creek From the pump
station south, the easement for the force main and water line will be 20' and will be utilizing the existing Right -of -Way
Equipment associated with the Bore & Jack construction method and excavation will be used

Specifically describe measures taken to avoid or minimize the proposed impacts in designing project
S &EC completed a wetland, stream and riparian buffer delineation for the proposed infrastructure project so that
the project engineers could design a plan to minimize impacts to the natural resources to the maximum extent
practicable This delineation Included evaluating the parcels of land directly south of the USACE property on the
east and west side of Wimberly Road for the proposed pump station In addition, this delineation consisted of
evaluating a corridor 50' beyond the edge of pavement starting from the USACE property along the east and west side
of Wimberly Road and south to the Apex/Cary Water Treatment Plant S &EC also evaluated an additional route
through the USACE property which followed the Colonial Pipeline Gas Easement
The proposed infrastructure project, which consists of a pump station, a gravity sanitary sewer and water line
crossing White Oak Creek and a force main and water line going south along Wimberly Road will result in one
impact area (see sheets Exhibit 1 -3) on USACE property This proposed Impact area consists of permanent and
temporary impacts to jurisdictional wetlands and riparian buffers associated with construction clearing, excavation
and the pits required for a Bore and Jack construction method All Impacts to White Oak Creek will be avoided by
utilizing the Bore and Jack method It's important to note that the construction easement through the USACE
property includes two different utilities and varies in width in order to minimize impacts to wetlands and riparian
buffers Its also important to note that Town of Apex has agreed to a 10' wide permanent maintenance corridor for
each utility (I a sanitary sewer & water line) through the USACE property, therefore permanent (I a conversion of
wetlands from forested to herbaceous) impacts and future riparian buffer clearing for this project have been
minimized to the maximum extent practicable In summary, the total proposed impacts for this project are 0 024
acres of wetlands, 4,402 ft' of Zone 1 and 3,482 ft2 of Zone 2
Furthermore, the applicant is aware of the regional conditions associated with the Nationwide Permits 12 With
respect to utility line activities (NWP 12- Regional Conditions section 4 0), the applicant is proposing the Bore & Jack
method to minimize impacts to streams and wetlands, any temporary discharges into wetlands during construction
activities will be kept to minimum period of time and will be contained with appropriate erosion control methods,
construction corridor proposed to be 45 'wide because sanitary sewer and water line both to be constructed at the
same time within the same easement, utilities are not crossing the AIWW, the utilities are not aerial communication
lines, the cleared wetlands within the construction corridor will be re- vegetated with native species and the
permanently maintained corridor has been minimized to 10' wide with impacts less than 0 10 acres so mitigation
has not been proposed, use of riprap will not be necessary and construction area will be monitored for hydraulic
fracturing/fracking

We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated
Wetlands Programs "document prepared by the NC Division of Water Quality on April 10, 2004, version 2 1 The draft

S &EC performed a records search of all federally protected Endangered and Threatened species documented by the North
Carolina Natural Heritage Program (NHP) within a 2 -mile radius of the evaluated area, all federally protected aquatic species
documented within the projects 14-digit HUC, and all federally protected species documented by the US Fish & Wildlife Service
(USFWS) to occur in Wake County, NC
No occurrences of federally protected species are documented within the project site, no federally protected aquatic species are
documented by NH to occur in the project's HUC, and no federally protected species are documented by NHP to occur within 2
miles of the evaluated area
In addition, a preliminary evaluation of potentially suitable habitat for federally protected species was performed by reviewing
available mapping including 2013 USGS quadrangles and 2013 aerial imagery The preliminary review showed that potentially
suitable habitat for Michaux's Sumac A target species survey for Michaux's Sumac and an on -site assessment of potentially
suitable habitat for federally protected species was performed by S &EC on June 10, 2014 Transects along the transition area
between managed herbaceous roadside and forested areas were walked in search of Michaux's Sumac, and no specimens wer
found Several specimens of Winged Sumac (Rhus copallinum) were observed within the transitional area between
managed/herbaceous roadside and planted pine forest No suitable habitat for any other federally protected species was
located within the evaluated area
