8 PROJECT SUMMARY The applicant proposes to construct a wooden breakwater sill
within the waters of Jean Guite Creek, plant coastal wetlands plant species landward
of the sill, bulkhead a canal shoreline, construct a pier, install a floating platform with
tie- piles, construct a boat ramp, repair an existing platform, construct a boat house
within the highground and construct a lower level deck/,walkway off the single - family
dwelling
Project Setting
The site of the proposed development is located at 91 Osprey Lane, Southern Shores, Dare
County, adjacent to both a man -made canal and Jean Guite Creek
The property is ±50,262 ft2 in size and surrounded by water on three sides Elevations range,
from ±2' above normal water level '(NWL) within the easterrn portion of the site and gradually
increase to ±16' above NWL within the western portion of the site. Man made features - within
the highground area include a single - family, dwelling and a concrete /gravel driveway According
to the USDA's Natural Resources Conservation Service's Web Soil Survey, the, soil on the
property is made up of Fripp and Ousley fine sand and is vegetated with lawn grass, loblolly
pines, various, deciduous trees, deciduous undergrowth, poison ivy, wax myrtle, and Groundsel
Trees
The shoreline 'is ±600' in 'length and borders 'a man -made canal on the eastern and
southeastern "sides 'of the' property -as well- as- Jean Guite—Creek--on-- the-,western and
southwestern sides The shoreline adjacent to the canal has a ±1 5' erosion escarpment at
NWL that has a gradual elevation gain as you head inland The shoreline adjacent to Jean
Guite,Creek,has a steep erosion escarpment of ±3' at NWL and has a'sharp elevation gain as
you head inland A coastal wetland fringe =consisting of black needlerush (Juncus roemerianus),
,bulrush (Scirpus spp) and saw grass (Cladium jamaicense) is located at the southern tip of the
property where the canal opens,into Jean Guite Creek Existing structures along the shoreline
include a 24 5'x8' platform and a docking facility consisting of a 40' section of bulkhead, a
40'x6' dock/boardwalk that is 4' over the water and a 10'x10' elevator style boatlift
Existing water depths within the canal range, from ±1' below NWL to ±5' below NWL. Depths
within Jean Guite Creek are 6" below NWL at the escarpment and gradually decrease to ±2'
below`NWL where it remains constant for ±75' out into Jean Guite Creek The bottom substrate
within the project area is made up of fine sands, is littered by fallen trees /limbs.and has sparse
Submerged Aquatic Vegetation (SAV) present The waters of Jean Guite Creek and associated
canal systems are classified as SC by the Environmental Management Commission, are not
open to shellfish taking and have been designated as an Inland Primary Nursery Area (PNA) by
the NC Wildlife Resources Commission
The adjacent properties to the north are both bulkheaded One property contains a single -
family dwelling with a docking facility and the other property is the Osprey Lane right -of -way
owned by the Town of Southern Shores. Based on available information, there appears to be
no archaeological sites on this property or nearby.
Previous permitting activity on the property includes CAMA General Permit #A59940 issued on
7/1`9/2012 for the dock/boardwalk and elevator boat lift within the canal and CAMA General
Permit #A59962 issued on 8/21/2012 for the bulkhead within the canal

Development Proposal
The applicant proposes to stabilize the shoreline adjacent to the waters of Jean Guite Creek
through a combination of 'wooden sills and marsh grass plantings The sill will be ±362' in
length and will average ±22 8' waterward of NWL with a maximum distance of ±33' It will be
constructed of 8" round piles that will be washed to a depth of ±7' into the substrate with a3/4 "
gap between each piling. The proposed sill will extend V above NWL and will have staggered
openings a minimum of 5' for every 1,00' of length Water depths within the sill alignment
average ±2' below NWL and SAV's -are very sparse Upon completion, coastal wetland plant
species will be planted landward of the sill
The remaining shoreline along the canal side of the property will be stabilized by ±235' of
wooden'bulkhead The proposed alignment will have a,maxirnum and average distance of'2'
waterward of NWL and will tie into a bulkhead on the adjacent property to the north as,well as
the existing bulkheaded section along the shoreline The bulkhead will be backfilled with clean
sand fill from an upland borrow pit
The applicant proposes to construct a 55'x6' fixed pier with a floating 20'x20' T -head platform
within the waters of Jean G.uite 'Creek Two tie -piles will be associated with the platform' to
create a second formalized, slip on the property and water depths at the proposed platform are
>_2' below NWL A docking facility with a total length of ±14'5' is located ±1,35' to the north and a
docking facility with a total length of ±55' is located ±250' to the.south The pier and platform
will,be:?15', from .the'p rope dy]ines.extended,and will be less than the' /•limitation The pierwill
transition to a ±50'x6' raised walkway within the CAMA 30' buffer extending to a proposed
12'x10' lower deck within the'highground area adjacent to single - family dwelling
A 16'x16' concrete boat ramp is proposed to be installed on the canal side of the property
adjacent to the existing docking facility The ramp will be formed on land and slid into place
once curing is complete The ramp will extend ±8' waterward of 'NWL where water depths are
±2 5' below NWL and void of SAV's
Additional proposed work includes the repair of an existing 24 5'x8' platform located within the
canal and a 20'x20' enclosed building structure located ±32' landward of NWL within the
highground area, that will serve as a boat house .
Anticipated Impacts
® The construction of the breakwater sill along the proposed alignment will result in the
disturbance of ±362 ft2 of shallow bottom located in the PTA AEC
The proposed breakwater sill will enclose ±8,253 ft2 of PTA AEC
• The construction of the bulkhead along the proposed alignment will result in ±470 ft2 of
shallow bottom fill within the PTA AEC with clean fill from an upland source ( ±26 cubic
yards of fill material below NWL-) -
The proposed docking facility will result in 1_he shading of ±730 ft2 of PTA AEC
• Cumulative platform shading on the property,will be ±756 ft2

CAMA Major Permit Application - Supplemental Information
Project Name: 91 Osprey Ln Living Shoreline and Site Improvements -
Question # 6a Project Narrative,
The primary,purpose of the project is to restore shoreline, at 91 Osprey Ln along Jean,Guite
Creek. This will be accomplished'by constructing,a living shoreline to enhance habitat. This
project Will create .4 acres of intertidal and shallow sub tidal salt marsh habitat in Jean Guite
Creek and adjacent lagoon. Jean Guite Creek is,adjacent;Currituck Sound and in the Pasquotank
River Basin. The project is designed to restore and enhance salt marsh habitats and reduce
erosion Created by storm activity, boat wakes and rising sea levels. The proposal includes
construction of other water dependent uses and includes the following improvements within
the CAMA AEC: Construct sill, plant marsh grass, construct elevated walkway /pier with floating
dock, repair existing pier, construct boathouse and boat ramp
The sill portion of the project will involve construction of a ±362' wooden sill along Jean Guite
Creek with openings a minimum of 5' every 100' The remainder of the can4l property will be
bulkheaded.
Project Background
Need
Living Shorelines — saltmarsh habitat creation providing an effective and
environmentally preferable erosion control measure with habitat and water quality benefits for
this primary nursery,area (MA).
APES and CHPP
Project is consistent with recommendations found in APES and CHHP planning
documents,

Proposed Sill Project Area Description (See attached site plan and cross - section view plans):
Jean Guite Creek is adjacent Currituck Sound and in the,Pasquotank River Basin in northeastern
North Carolina in coastal Dare County The River Basin headwaters are in the Dismal "Swamp
and flow into the Atlantic Ocean through Oregon Inlet. The estuary maintains oligohaline to
mesohaline conditions ranging from .5 to 12 ppt salinity. Due to the distance from the inlet,
some 25 miles, the estuary experiences a minimal rate of'flushing and flushing is primarily
limited to .wind driven events. Tidal salt �marshes,including black needlerush (lu"ncus
roemerianus), giant cordgrass (Spartina cynosuroides) cat tails (Typha angustifolia) and duck potato
(Sagittano latifoha) occur along the estuarine shoreline and make up small islands in Currituck
Sound. Currituck Sound contains significant estuarine habitats including intact wetland areas
along its shorelines with valuable buffering and water quality benefits.

Existing maritime habitats make the protected waters of Jean Guite Creek which is a PNA, a
vital area for estuarine and marine organisms foraging, migrating,.spawning and seeking refuge

Living'Shoreline Sill ,Project:
Project components will include construction of a +362' wood sill to protect and restore an
eroding estuarine shoreline. The wood sill will consist of round 8" piles washed in the sandy
bottom adjacent to one another. Marsh -grass plantings will provide added protection from
erosion
Project,Site — Living Shoreline Project:
The Living Shoreline component w_,ill be'Iocated within the Pasquotank, River Basin watershed at
a site within the jurisdiction of the Town of Southern Shores (Figure .1), A detailed location map
is attached.
