4565; Federal Aid Project No. BRSTP-70B(5); Debit $240 from
WBS No. 33773.1.1

Section 401 Neuse Rules Authorization Certificate and Neuse River Buffer

Section 404 Nationwide Permit 23 issued by default July 26, 2014.

Please see the enclosed revised utility permit drawings for the subject project. Due to the utility
contractor’s need for additional room to relocate the power lines, mechanized clearing will
increase hand clearing by 0.27 acre. This additional 0.27 acre increases the hand clearing due to
utility relocation on this project to 1.79 acres.

Regulatory approvals
Section 404 Permit: NCDOT requests that the U.S. Army Corps of Engineers (USACE) review
this permit modification request, as required for the above-described activities.
