HomeMy WebLinkAbout20220944 Ver 1_WRC Comments_20220729® North Carolina Wildlife Resources Commission Cameron Ingram, Executive Director July 29, 2022 Ms. Brandee Boggs U.S. Army Corps of Engineers, Regulatory Branch 151 Patton Avenue, Room 208 Asheville, North Carolina 28801-5006 SUBJECT: Roaring River Access Yadkin River, Wilkes County Dear Ms. Boggs: Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed an application to construct a boat ramp on the Yadkin River in Wilkes County, permanently filling 360 cubic feet along 12 ft of the river. Our comments on this application are offered for your consideration under provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). This project should not affect trout and the activities do not need to be avoided during the trout spawning moratorium. However, the Yadkin River supports Brook Floater (Alasmidonta varicosa, NC Endangered). Due to the sensitivity of these species to fine sediments, it is essential that excellent erosion and sediment control be maintained during the project. The project involves the placement of a 12-ft wide concrete ramp at the site of an existing gravel ramp that will extend 30 ft into the channel in the Yadkin River. The project footprint is approximately '/z acre. A parking lot will be constructed, from which stormwater will be directed into a grassed swale that will allow sheet flow into the adjacent upland. The applicant should reach out to TR Russ (thomas.russgncwildlife.org) at least 3 weeks before construction begins, so that the area of impact may be surveyed for listed animals. We offer the following recommendations to minimize impacts to fish and wildlife resources: 1. Be vigilant with sediment and erosion control during site staging, construction, and cleanup. Disturbed areas should be seeded, mulched and/or matted as soon as possible, preferably at the end of each work day; at a minimum, disturbed areas should be stabilized within five working days or seven calendar days, whichever is shorter. Ensure that the concrete slab is adequately cured and reinforced so that it can be pushed without damage to its final location. 3. We recommend minimizing tree clearing and supplementing the limited native bank vegetation by planting native shrubs and trees at the site. 4.
