This culvert was constructed in 1959. The most severe scour is on the inlet side of the culvert where the deepest part against the Wakefield wall is -7.5 feet. The scour hole is approximately 400 ft' in size on the inlet/north side. There is also some scour on the outlet but not as severe, -2, below the bottom of the culvert. To protect the culvert with riprap would impact approximately 234 ft' of stream bottom. The stream is channelized at this location. How should NCDOT proceed to obtain Corps/401 authorization to fill the scour hole with granite riprap to the elevation of the box culvert floor to protect the culvert? Will a Courtesy Notification be sufficient, or do you need permit drawings along with the completed PCN for written verification to use the NWP 3? Thanks for your time answering this inquiry.
