North Carolina General Statute Chapter 143, Article 21, Part 1, 143-215.1 C requires
municipalities that operate wastewater collection and treatment systems to publish an annual
report summarizing the performances of their collection system and treatment works and the
extent to which the system has violated their permit, federal or state laws, regulations, or rules
related to the protection of water quality.
Enclosed please find the annual report for the Town of Bryson City for January 1, 2021-
December 31, 2021. We believe the report to be complete and accurate. The customers will be
notified of the availability of the report through the local newspaper and the Town website.

Annual Performance Report
I. General Information

Description of System:
Bryson City operates a 0.6 MGD wastewater treatment facility located at 315 Riverview Road southwest
of Bryson City in Swain County. The treatment components include: mechanical bar screen, two contact
stabilization treatment units consisting of influent pumping, reaeration zones, secondary clarifiers, sludge
digester, belt press, sludge dry storage, chlorination, and dechlorination. Discharge from the treatment
enters into the Tuckasegee River, a class B water within the Little Tennessee River Basin. The Town
operates a sanitary sewer system composed of gravity sewer lines, constructed of various materials,
including vitrified clay, PVC and ductile iron. Seven lift stations are presently operating within the
collection system.

January 2021
Notice of violation on 1/26/2021 at the wastewater treatment plant influent pump station. There was a
500-gallon spill due to equipment failure.
February 2021
On February 25, 2021, during a compliance inspection of the wastewater treatment plant the following
violations were found
1) Bar Screens were not functioning adequately to maintain continuous facility compliance.
Response: The bar screens will be monitored and cleaned on a regular basis. The Town of
Bryson City is working with McGill Associates and USDA to design and fund either a new plan
or the complete rehabilitation of the existing plant. The bar screen will be addressed during this
process.
2) Pumps -The return pump was not working because there was a hole in the line. Response: The
Town purchased 3 pumps and 160 ft of hose as a temporary fix. Environmental Inc. repaired the
hole.
3) Disinfection -Liquid- The chlorine contact chamber had excess solids and a high sludge blanket.
Response: The chlorine contact chamber will be cleaned more frequently.
4) Effluent Sampling- The composite sampler was not working and the thermometer was broken at
the time of inspection. Response: A new thermometer was ordered to replace the broken one.
The sampler was replaced with a new one.
5) Flow Measurement -Effluent -The effluent weir plate was breaking loose from the concrete.
Response: The effluent weir plate was repaired by the Town.
Notice of violation on 2/28/2021 due to exceeding the monthly average of flow through the wastewater
treatment plant. The limit is .6 and the reported value was .65.
March 2021
Notice of violation and intent to access civil penalty for violation on 3/312021 due to exceeding the
monthly average of flow through the wastewater treatment plant. The limit is .6 and the reported value
was .68. We had several days of heavy rain during the month of March. Due to the inflow and
infiltration in our system, the plant exceeded the flow limit. We have continued to work with McGill and
Associates on an Asset Inventory and Assessment Grant (AIA) totally $150,000 to conduct
comprehensive inflow/infiltration evaluation of our sanitary sewer collection system. The Town has also
secured $8,780,000 from USDA to begin Phase I of the Sewer Collection system Rehabilitation Project.
This project will specifically dilapidated lines in our system to correct areas of the inflow and infiltration.
In addition, we were awarded $1,492,000 from a Community Development Block Grant (CDBG) for the
Carringer Street Sewer Improvement Project which includes replaced of 4, 100 linear fee of dilapidated
clay sewer lines.
