An agent authorization form is attached. Due to a misunderstanding, Toll Brothers began construction on Phase 2 prior to submitting this information. NRC has provided Tolls Brothers with copies of the Individual Permit and 401 Water Quality Certification to keep on -site and briefed Tolls Brothers and their contractor on the conditions required by these approvals. The McAdams Overall Impact Map and impact area maps of stream crossings with cross -sections are attached. Phase 2 culverts have been designed within the limits of disturbance authorized. Impacts have been minimized in a few areas, as indicated by the permitted limit of disturbance shown in gray and the limit of the disturbance for the final design shown in black. Cross -sections show the culverts were also designed to maintain aquatic life passage by burying culverts one foot below the stream bed. MRTFs indicating payment of the compensatory mitigation required for stream, wetland, and buffer impacts authorized by the Individual Permit for Phase 2 are also attached.
