Reference: NCDENR-DWR Project Number: 20131248 USACE Action ID Number: SAW-2013-00068 Eric and Rob, The Design Build Team has provided information regarding the need to install a temporary sewer bypass line on the project near Station 17+00 Lt -RP9BSPUR-. This area is in the large wetland complex to the north of I-40 at the Hammond Road interchange. This temporary sewer bypass line must be placed in an existing sanitary sewer manhole that is located in an “upland island” that is surrounded by wetlands, Walnut Creek and an Unnamed Tributary to Walnut Creek. Note that both Walnut Creek and the Unnamed Tributary to Walnut Creek are subject to the Riparian Buffer Rule. The subcontractor and contractor have proposed to keep all utility construction activities within a 40 foot wide corridor through the Unnamed Tributary to Walnut Creek riparian buffer. Additionally, the subcontractor and contractor have proposed to install some type of crane mat or timber mat over the Unnamed Tributary to Walnut Creek to avoid any impacts to the stream channel. The channel width at the crossing is about 10 to 12 feet wide. Permit Issues: -The subcontractor and contractor propose to install some type of crane mat or timber mat over the Unnamed Tributary to Walnut Creek. Accordingly, there are no impacts to Waters of the U.S. -The subcontractor and contractor propose to keep all construction activities within a 40 foot wide corridor through the Unnamed Tributary to Walnut Creek riparian buffer. Utility Impacts to the riparian buffer less than 40 foot wide are considered “exempt.” I have attached the following to this email: 1 -Site location map -Utility construction plans -Stream/Wetland/Riparian Buffer permit drawing Please advise if you need further information.
