Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project location consists of 2 parcels. One is an existing public boat ramp facility and the other is a wooded, undeveloped lot. The existing boat ramp facility has a gravel parking lot, 1 double -lane concrete boat ramp, and 2 floating docks. The project is in a rural area on Lake Gaston. Existing development in the vicinity is low -density residential, lake houses, and agriculture. 4b. SAW-0000-00000). Permit issued for dock SAW-2007-1568-242. Ramp was constructed in 1963 and no permits are on file. 4f. Explain the purpose of the proposed project: * The purpose of this project is to improve and expand public boating and fishing access to Lake Gaston. This site receives heavy use year-round and very high use during summer months and for fishing tournaments. The proposed ramps renovation will expand from 2 launch lanes to 4 launch lanes which will better meet the demand for the site. The proposed public fishing pier and single car parking area will provide new fishing opportunities on the lake. The proposed parking lot improvement will pave the existing gravel lot, delineate parking spaces, improve internal traffic circulation, and improve maintenance needs by NCWRC staff. All amenities will be ADA-compliant so that anglers and boaters of all ability levels have access opportunities. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * This project scope includes new boat ramps and floating docks, paving and improving the existing gravel parking lot, and constructing a new fishing area. NCWRC has consulted with Dominion Energy while developing these plans to confirm all improvements are allowable under their Shoreline Management Plan. The proposed boat ramps will be 2 double -lane concrete ramps for a total of 4 launch lanes. These ramps will be more than 20'-wide and therefore written authorization from USACE is required. The ramp area will also have 3 floating docks to assist boaters with launching and recovery. One ramp is extra long with an L-platform to provide courtesy docking. The ramps will be constructed using the "push slab" method. The ramp slabs will be framed and poured on high, level ground to cure. A rock stone base will be constructed on the desired slope using excavators. Once the base is on the proper grade the slabs will be pushed into place in the lake using bulldozers. The above -water portions of the ramps will then be framed and poured in place. No live concrete will come into contact with the lake. The floating docks will be pre -fabricated at NCWRC's central facility and delivered to the site to be installed. The will be attached by hinge to a concrete abutment. The proposed improvement parking lot will be asphalt pavement. There will be minor geometry changes to improvement internal traffic flow and to delineate parking. The existing ADA parking will remain. The proposed fishing area will consist of a floating fishing pier and a small new parking area for single -vehicles. There will be a concrete ADA sidewalk to the fishing pier from the ADA parking space. There will also be a mulch path to the pier from the other side of the parking area. The floating fishing pier sections will be pre -fabricated at NCWRC's central facility and delivered to the site to be installed. It will be installed by hinge to a concrete abutment. This project will also require a Construction Permit from Dominion Energy. That permit will be applied for after USACE authorization is received. 5. Jurisdictional Determinations 5a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The expanded ramps location is designed to utilize the existing ramp footprint therefore minimizing the new impact area. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Utilizing the "push slab" method for ramp construction eliminates the possibility of live concrete coming into contact with the lake. It also eliminates the need for a coffee dam and minimizes the overall impact foot print of the ramp. NCWRC-Engineering consulted internally with NCWRC-Habitat Conservation about this project during scoping. The biologist provided information on an in -water moratorium from Feb 15 — June 30 that will be adhered to. NCWRC-Inland Fisheries biologists have also committed to conducting a mussel survey/relo9cation in the ramp footprint area prior to construction. 2.
