The existing 34' L X 36'W two -span bridge with timber deck on'timber joists supported by timber caps on piles and timber bulkheads is structurally deficient and will be replaced with a new 55' L X 28'W, single span cored slab bridge at the same location. An off -site detour will be utilized during construction. While there are wetlands immediately adjacent to the bridge, the project will not impact them. There are 39 linear feet of permanet stream impacts that are restricted to the banks under the bridge for stabilization purposes (i.e. rip rap will not be within the thalweg of the channel). The project drainage system also consists of grated inlets and pipe outfalls that drain to existing roadside ditches and swales or dissipator pads that outlet at non erosive velocities prior to the riparian buffer. It should be noted that there is a buffered, intermittent stream channel that parallels the existing roadway. The project proposes no impacts to this adjacent channel or its associated riparian area. A review was conducted for the presence of Bald Eagle and small whorled pogonia, the only federally listed protected species for Guilford County. Bridge No. 145 was built in 1959 and is considered to be structurally deficient. There may be minor ditch impacts. An off -site detour is to be used during construction. The proposed project measures approximately 802 feet (0. 152 mile) long by a proposed ROW width of 100 feet. Based on these measurements, the Area of Potential Effects (APE) measures approximately 80,200 square feet or about 1.84 acres, inclusive of the existing roadway and structure. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday, July 11, 2013. An archaeological survey within the vicinity of this particular bridge location has never been conducted, and no archaeological sites have been recorded within one -half (1/2) mile of the proposed project. Digital copies of HPO's maps (Browns Summit Quadrangle) as well as the HPOWEB GIS Service (http: / /gis.ncdcr.gov/hpoweb /) were last reviewed on Monday, July 15, 2013. There are no known historic architectural resources located within the project area that may have intact archaeological deposits within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive -type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Both Federal and State funds will be used on this project, which may or may not require a Federal permit and permanent or temporary easements. Existing ROW appears to measure approximately 60 feet wide. Therefore, there may be impacts up to 20 feet beyond the existing ROW along the project corridor. From an environmental perspective, the APE consists of the gently sloping and undulating Uplands of the North Carolina Piedmont, and is composed of Chewacla sandy loam (Ch) within the drainage of Candy Creek as well as Appling sandy loam, 6 -10% (ApC) to either side of the drainage. The APE consists of Chewacla soils that are somewhat poorly drained and commonly subjected to flooding for brief periods of time. Appling soils are also commonly found on long, narrow side slopes crossed by intermittent drainages. Thus, the current soil conditions along Candy Creek would not be suitable factors for containing intact archaeological deposits. A review of 2002 aerial photography (via Guilford County GIS) shows the "No ARCHAEOLOGY SURVEY REQUIRED "form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 2 Project Trucking .No.: 13 -06 -0016 Northwest Quadrant of the proposed project to be heavily disturbed for the construction of a residential structure (i.e. the entire parcel was graded). From the 1951 USGS Browns Summit Quad Map (revised in 1994), three (3) agricultural field ponds and another neighboring residence are depicted in purple, which represents revisions compiled from aerial photographs taken in 1991. The Southwest Quadrant of the proposed project primarily consists of the small intermittent channel draining one of these man -made ponds. One (1) nearby secondary road improvement project (White Cedar Road [SR 2701]) was reviewed and subsequently cleared by the Office of State Archaeology (OSA), stating a low probability for the project area (ER 04- 3273). Overall, the project corridor is unlikely to contain significant cultural, archaeological, or historical resources. Based on the information above, there should be no archaeological survey required for this project. When design plans are available, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
